Gorilla Grodd has not yet been arrested by Law Enforcement, but a few days before that incident took place, he had made arrangements to meet with Doom in Latveria. Grodd's reputation was enough that Doom could know he could at least be offering SOMETHING useful to him and so he teleported into an alley near the castle, a holographic suit making him look human to avoid disturbing his subjects. He simply walked towards the nearest Doombot or soldier and said, "I am expected with your master.

Doom allowed this meeting. Grodd was a primate, but he was the pinnacle of an otherwise unnoteworthy species. Grodd changed that. So, thinking he might have something advantageous in return, Doom agreed to meet in his beloved Latveria.
The -instant- Grodd arrived, he was surrounded on both ends of the alley by soldiers. highly trained, though once they notice it's Grodd, they stand at attention and lead him back to doomstadt castle.
It's magnificent. lined with precious art and many of Doom's trophies. but soon enough, they would enter the throne room....where Doom sat upon his throne, his full armored regalia worn.
"He remains seated as his soldiers exit and Grodd remains.
"Grodd. Welcome to my nation." He rises then, descending those steps to fearlessly approach the massive gorilla. "You wished my attention. you have it."

Gorilla Grodd looks about, hands behind him as he walks in, certainly enjoying the view. He is not so petty that he can't admire another's aquisitions and Doom is one of the few humans he actually has any respect for. "Glad to be here." He looked about, "And I am pleased to be here. I have always wanted to visit and find your administration...admirable. You know how a country should be run. "I actually have to propositions for you, not directly related. One is personal, one is related to your category as ruler. Do you have any preference about which we discuss first?

Doom respected very few people. Grodd might be one of them, depending on how things go. but the ape had a point. Doom ran his country beyond well. Poverty, Starvation, Crime? All were none existent in the great Latveria.
Two proposals? Consider the Doctor intrigued. He simply stands there, enshrouded in his black hood and cloak, almost seeming to stare directly into Grodd's soul.
"Speak your personal proposition first, then matters relating to myself and my nation can come after. Speak."
There was no doubt that where Doom walked, a heavy air of authority followed...should also be known that he's immensely blunt.

Gorilla Grodd nods, "There is an organization, one of whom I am a member. It is called the Light. There are many of us who don't agree with the ideas of the League or the Avengers or Shield. We have agreed to come together, as equals, to help each other in certain mutual circumstances with discussion for a larger agenda. Namely making the world in the right image. The second offer is that I am also interested in forming an axis of small nations that are what you might call 'exceptional' to represent a defensive block and voting block in the UN to counter greater powers that might interfere in our affairs. I am considering entering Gorilla City into the United Nations.

Doom listens to Grodd as he speaks of the Light. Apparently a joint organization of people who are 'different from the Avengers or SHIELD'. Hmm...the words 'come together as equal' seems to cause some level of uncertainty with Doom. Given his natural desire for superiority over everyone else. "The world will already be remade, ultimately, in Doom's image. However, the world as it is now is chaotic, distressed, and above all else, idiotic." of course Doom goes on a miniature rant, but he listens to the second offer as it's offered.
"hm..." and he turnsa round to walk back to his throne, turning his back confidently to Grodd as he approaches his throne, eventually turning to sit upon it. "Hmm....a new Axis Powers, is that it?" he leans back in his chair, as if subtlely weighing his options.
He doesn't respond to eitehr request with an immediate answer.

Gorilla Grodd listens to the rant patiently. It's not like he hasn't partnered with far more unhinged monologgers and in the cause of Doom he actually deserves to say more than most. "That is the idea. It seems that Wakanda, Atlantis, your nation, mine, and a few others have a natural alignment of interests. Some might have...issues with this but at the least ensuring the rights of smaller nations over others seems a no brainer to me.

Victor eyes Grodd as he starts listing off the other nations involved. "Hmph." is all he gets in reply immediately, but eventually Doom replies to him with an answer. "Very well." Doom says with a subtle flick of his wrist. "If you want me to join this apparent rabble called the Light, I suppose you've managed to hold my interest. You will also have Latveria's aid in joining this axis of nations." He looks at the Gorilla then.
Besides...especially if Wakanda and Atlantis is involved, Doom can make a bid to claim such enhanced resources to improve the overall mighta nd well being of his Beloved Latveria...and also gain power. Because Victor always seeks power.
His normal goals, if you will.

Gorilla Grodd nods, "Lex is the one who started it but I've been doing a lot of recruitment. And as far as the axis of Not Stupid...or whatever we call it, that sounds fantastic. I will have my beuracrats draw up actual terms and the like that you can amend as you see fit. Ours are beyond such petty matters but it will make other nations feel better, especially the tax havens who I think are natural allies for this. We will be submitting for admission to the United Nations soon. That alone would be something that Latveria, as a standing member, could help with.

Doom nods a moment. "Lex Luthor. an intelligent mind, if a little obsessed on blue boyscouts." referencing his notorious relationship with the Man of Steel. Nevermind that for now, though he nods. "Doom finds this acceptable." then he leans forward just a moment. "Doom. Is. Never. Petty. We will have fair amendments between us and other nations." Doom agrees with but a soft nod of his head. "Very well. You will find that Latveria will aid Gorilla City in it's joining of the United Nations. Though they can be old fools, all they need is a pinch of motivation. It is a small and simple matter. I will help."

Gorilla Grodd nods, "We all have our unhealthy obsessions. Mine is with a red and yellow clown." He grins, "I know the word of Doom is better than many so called 'heroes' who claim ethics. I look forward to working with you. And I appreciate it. You will find that I have a long memory.
