Chato "El Diablo" Santa stands five feet ten inches tall, with a lanky build and a marionette nature to his limbs that make him look like a skeleton.

His head is bald, with Mexican Mafia tattoos across his face. The sides of his head have black shade that make his head look like a skull, with a scythe over his forehead and four lines, one checked through, with two additional over his right eye, his number of incarcerations (seven), the insides of his eyes tattooed black so they resemble sockets, his nose with a socket tattoo, and teeth tattoos over his upper lip, with a skull tattoo over his jaw and throat. He barely looks human, like the most fearsome Latin gangsters. Incredible willpower went into these tattoos.

He wears a navy and silk blue bowling jacket over his narrow build, with a white wifebeater below it. On the left breast is the word, "Diablo". Clearly, El Diablo is a roller. Tattoos cover his body beneath his clothing, of Devils and Catholic Saints. His ripcord build is starved and thin, perfect for urban mobility. He wears a pair of jeans on his legs, ending in low-top Converse Chuck Taylors, red.

History

The New World. Before the time of Noah, tribesmen of the Siberian lands crossed a huge land bridge, between Russia and Canada, across the Alaskan tundra. Thick with ice, they ate dire wolves, freakish bears, fleet caribou, mammoth fish, even killer whales. They survived because of the voices from their inner hearts, shamans and chieftains and warriors drawn east, through the heavy snow and beneath the stormy skies of the Arctic.

These great hunters, were Chato Santana's ancestors.

Mexico City, Mexico, built upon the lake city of Tenochtitlan. Once a mighty empire based upon the warrior magic of a single empire, the powers of the Old World had smashed the ancestral ways in the name of exploitation, slavery, and murder.

The Gods of the Mayans and Olmecs and Toltecs and Amazons and Incas and Aztecs, warred, across the skies and in the souls of the Meso-Americans, offending the Conquistadors. The men were worked to death, the women were forced into marriage with vicious, brutal Spanish criminals, the combined system known as an Encomienda.

Cortez and his slave wife, Malinke, worked together to crush the peoples of the Yucatan and below, bringing Mesoic warriors in as translators and guides, promising a Spanish system where one could be a rich man beneath the Papacy. They were bribed with their starving bellies, inferior in their service to the Deities but superior in their ambition, the bane of any aborginal people resisting a slaver. Soon, the Africans came, as the new slaves, to work the plantations and farms and the mines, the Spaniards having killed the Native men and bred with the Native women.

This, for centuries, was the world of Latin-America.

Christianity ruled over all of the New World, the sun above and the desert below bound by the intricacies of Christian astrology, the Astronomie Domine of God. The surf was culled by diplomacy, and the jungles were patrolled by soldiers. The environment was tamed and the resources were exploited, destroying this world of warfare and magick, until a single opening appeared in God's Law.

A single sequence of numbers, three points, indicating six, the witch's fingers. When a solar eclipse came, on the sixth of the sixth month, in 2006, the two hands of Pope Julian's calender were opened for the hands of deity, with the new millenium opening the third eye to the final hand, the three lines through the center, the six-pointed eye. And beneath the eclipse in Mexico City, a newborn infant was chosen to bear the return of the Fire God, taking the form of Satan, to terrify the white man in the terms he understood.

Xiahtecuhtli, God of Fire and Time, was made mortal in Chato Santana, giving him the wrath of God, appearing to the people of Mexico City as Satan. For days, devil men raged around Mexico City, an international incident occuring with the demons haunting the streets and slums and rooftops and skyscrapers. Finally, a Santeria woman found Chato, and sealed the evil inside him, sacrificing her own life to give Chato an attachment to his mother, at the cost of her own life. Now, a human would control this power, instead of the God himself, to bring back the days of warfare and human sacrifice and tribal conflict. The greatest warrior of Mexico's history, bound inside a human soul. The Santeria woman burned to molted flame and died sobbing.

Now, Chato Santana was human, and the demons relinquished Mexico City, but he was a marked man.

Chato's mother fled north, sneaking Chato into America by way of coyote human smugglers. Chato was taken to Coast City, California, to grow up in el barrio. With the help of a friendly man in a bodega, illegal citizenship was acquired for his mother and he, and his mother got a job as a cleaning lady. Chato grew up in America, on the streets of Coast City, in the ganglife and in the drug culture of the Hispanic underclass of illegal migrants. He didn't do well at school, and besides a love of the bowling alley, and a deep love for his mother, he was a consummate criminal. He was never clever, but he had a direct cunning, which made him brave. He could evaluate a situation, and find the best way to solve it, using his primary skill: the warrior soul of an Old God.

When Chato was twelve, he was caught hiding a gun for a gang. The police ran his numbers, and when it turned out he wasn't a citizen, and neither was his mother, ICE came for both of them. He lost control of his rage and his latent abilities, and the demons returned. He killed the agents of the ICE services department attempting to deport him, and horrified his mother. Coursing with the flames of the Aztec Gods, which took the form of the Devils yet again, the entire neighborhood witnessed a twelve year old Chato Santana nonchalantly walking down the street, burning police alive. His mother fled the country, the next day, returning to Mexico City in shame.

That night, the Department of Extranormal Affairs tracked him down, and detained him, sending him to a juvenile holding facility for metahumans to be evaluated.

Nicknamed 'El Diablo' by the other juveniles, for his Latino blood and his dour countenance, his metahuman abilities were analyzed with genetic tests, magical scrying, psychokinetic probes, and observation. The process was painful, but didn't frighten Chato, which disturbed the facility managers. He became a facility hero within weeks, taking down a guard without the aid of his pyrokinetic abilities, breaking the inner seam of the guard's foot after luring the guard into a headlock and then shifting to wrench his leg out of position.

El Diablo soon escaped, after the psychic probe's control protocol failed while they were analyzing his maternal issues from the Mexico City incident. He went back to his neighborhood in Coast City, and was jumped into the Crips, beaten brutally and refusing to use his pyrokinetic abilities, despite the severity of the jump-in. Given gang tattoos while he was recovering, he was marked on his forehead with a scythe, the label for a Latin hitman in that particular set. The tattoo was directly on his forehead, to indicate he was a DEO target on the grid, and shouldn't be associated with freely, however he must be trusted or else punishment was soon to follow.

El Diablo spent the next eight years roaming the country, heading east. In and out of incarceration, with various government associations chasing him when he'd surface, Chato was a specialist at enforcing street crimes. Corrupt police, legbreaker drug informants, prison gangs that abused prisoners, Mafiaso that abused their neighborhoods, chaotic situations that needed criminal management to control, even government agents that were working with outlaws. He cut a swath of violence across the country, until he found himself in a small New York City neighborhood, their Latin quarter, in a small house with a drug dealing operation and an intention to bring order to New York. Block by block, he'd fight the corrupt gangsters of the slums, hunting monsters and freaks and sickos, as he organized the street crime in a way that pleased him.

Personality

Chato Santana has an exceptional skill for direct cunning and macho heroism, solving problems in the most methodical but rapid course, and going beyond the limits of the normal human bravado by making himself bigger than he actually is (but only in the view of his rival, he isn't arrogant). He is a natural criminal, whose skills are either obselete (drug dealing) or have not yet been developed (enforcement of prison gang culture), lending him to very few situations where he can shine as an honest moral templar of his society, and his personal understanding of said society. His link to his mother's love, makes him seek out these situations at great expense, living under a constant burden to travel as a singular force that opposes the corruption of the Europeans that enslaved his homeland in a way where he can relate the modern society that he lives in, which he much be cohesive within to avoid breaking morality and becoming a beast, to the normative behaviors of his background that he's been taught and are necessary to help him function within his life's experiences.

The Aztec God within Chato Santana is a different story. This God is the extraplanar representation of fire and time, the rebirth of society along the lines of the human understanding of their culture. One of the deities that once warred over South America for sport, this being has come to the world as Satan, Lucifer, the Devil, all of these things, acting through Chato as an agent of retaliation and punishment. Fire, is his tool, the consuming holocaust of rebirth through pain, and time, is his echo, the call back to the ancient days of minority superiority and honored martyrdom. This temptation is inside Chato at all times, and only his link to the world through his understanding of meshing the belief in social morality (order) with his culture of need over desire (self-worth). Chato loses control when his self-worth is harmed by order, letting out the third factor, the beast (rage).

AZTEC POSSESSION
Chato Santana, when at peak performance of his pyrokinesis combined with the necessary situation of threat to close friends or a great deal of civilians, can undo the spell on him to become possessed by the Aztec deity that possesses him. He takes the shape of a massive, powerful flaming stone figure, with the ability to crumble buildings or survive modern armaments with a high degree of invulnerability. He is roughly fifteen feet tall, incredibly dense, beyond biological necessity, made of supernatural stone that is invulnerable to destruction via extradimensional sorcery, strong enough to lift nearly anything within reasoning of his physical form, and wielding the sun's plasma, capable of immolating nearly anything, with a broad range.

PYROKINESIS
Chato Santana has an exceptional pyrokinetic ability, able to summon, manipulate, and survive incendiary combustion. He can project waves of flames, combust flammable material (all three standard classes of matter, plus the three varieties of colloid), making dancing flame shapes, heat metal to the melting point or break glass, boil liquids, wield a burning touch, or survive flames with a subconscious resistance to fire touching his immediate body, including clothing. His range is about forty yards, 2/5ths of a football field.

SATANIC INSIGHT

Chato Santana has an insight into the darker hearts of man, knowing treachery, violence, desire, and fear. Understanding the darkness that is in the hearts of man, he knows how to betray, destroy, tempt, and frighten others, on the level of a lesser beast given the sapience of a man. This trait is a passive factor, a part of Chato, from a subconscious immersion in the spirit world of Meso-America.

GANG MEMBERSHIP
Chato Santana has membership in the Coast City's division of the Latin Crips, having proven himself as a hardcore gangmember with powerful metahuman abilities. He's got an open, prominent tattoo (the scythe on the forehead) marking him as an underworld assassin, and tattoos giving him the pride of being a seasoned killer, enforcer, and player.

PETTY MONEY

Chato Santana, although without bank account or identity to work even a part-time job (and with gang tattoos precluding seasonal labor), is capable of acquiring petty money as a drug dealer, hitman, smuggler, arms dealer, or car thief, at various levels of skill. His gang affiliations give him access to housing and weaponry, as well as connections for merchandise to sell on the streets and cover aliases if necessary.

AZTEC DEITY
The deity inside Chato is very willful, and causes him to reject many aspects of modern society, such as compromise, leisure, womanhood, submission, exploitation, release, and especially forgiveness. It has taken the shape of a Luciferan manifestation, despite being a deity that originally represented no such force, in order to terrorize European society. The Aztec God in question represented fire and time, so it is harkening back to the old days of worship of battle and immolation of weakness in order to dominate society for the purity of survivalism and the triumph of overcoming nature. Chato's blood boils and he feels rage, that he has to work hard to control, with the Aztec spirit inside him demanding the dominance of the meek, compliant, and submissive, and violent wrath towards those who encourage such things, particularly when they hide behind morality and employ desire instead of need.

DRUG AVERSION
Chato Santana loses control of his abilities when on alcohol, and can't share in the drinking ritual common in the working class circles he travels in. Marijuana, cocaine, stimulants, and other drugs, share this effect, and with a detention record like El Diablo's, he is often trapped between a fit of alcoholic pyrokinetic rage, or severe pressure while attempting to deal with society in general outside of detention.

HONORABLE CRIME
El Diablo is a criminal, and has a limited range of skills where he can be heroic, however his nature means that he deliberately seeks out situations where heroism is available to him.

MACHISMO
Chato Santana is a player inside the gang community, particularly the Latin sects, and he is expected to display concepts of machismo related to traditional Latin culture, more severe since he is inside the sparsely organized criminal element. He is expected to respond to need, with submission to desire a concept related to treachery (employment by a potentially manipulative, anti-national power or individual), and he is expected to show aggression in a situation where he is challenged, to display that he is a proper warrior that is still worthy of holding the rank that his tattoos and reputation displays and suggests. To lose either means death.

MANHUNT
A manhunt is presently underway for Chato Santana's capture and placement in a federal penal facility designed to hold metahuman abilities. The United States government is aware of his meta-nature, and they are actively hunting him to capture him for multiple murders, including the deaths of law enforcement agents.

MEXICAN CITIZEN
Chato Santana is a citizen of Mexico, with no papers indicating that he's an American citizen. He has no way to operate in America, with no identity to speak of, merely illegally purchased or purloined identities to function as in the 'white' economy.

RACISM
Chato Santana is Latino, and is the victim of racial discrimination, particularly since he is not a citizen and cannot hold gainful employment.

RIVAL SETS
Chato Santana is a member of a gang affiliate, the Latin Crips, and has rivals within the Bloods and Latin Kings, and their various affiliates. He also has a racial enmity with the Italian Mafia, being a Latino gangster, and is expected to be submissive to both South American drug cartels, and South American nationals working in espionage.

SANTERIA SEAL

Chato Santana has had a Santeria seal placed on him as an infant that is extremely powerful, and calls on him to express a submission to the maternity of his loving (now grieving) mother, instead of using his dark powers to their full extent for his whims and pleasure. While this seal prevents him from undergoing full captive slavery to the Aztec deity inside him, it also prevents him from breaking the rules of society in such a manner that would allow him to thrive with the use of his abilities, even those non-preternatural.
