Once a promising nuclear physicist in the employ of the US government, Otto Octavius was well on his way to the top; Inventing a neural interface directly accessing his spine in a tentacle harness to help his work, Otto was a researcher trying to improve nuclear projects.

Then, it all went wrong. A family matter distracted him and put him in a depressed state during a crucial time, and he ended up being irradiated when he didn't use a tentacle from the harness to avert disaster in time.

Now, Otto Octavius is the self-styled Doctor Octopus; an insane mad scientist that spends the majority of his time working on petty crimes and science projects as he seeks to prove his intellectual superiority over all comers.

Description:

Neck length brown hair is parted in the middle, leading down into a stocky, unremarkable face. There's a squared jaw... but little else in the way of distinguishable features. It's as if the sculptor only paid attention to the lower half of Otto's face, with how plain his cheekbones, with his eyes hidden behind the wrap-around safety glasses.

Further down, most of his neck is covered in a brown overcoat going down to his knees. Below that is a brown jumpsuit that goes from his neck, right down to his feet, completely covering up the tentacle harness around his chest... but not the arms themselves. Menacing and sleek, the tentacles of Otto Octavius move smoothly around him, as if they're completely a part of him.

History:

Born in Schenectady, New York, to a lower-class family, only child Otto Octavius was to be raised by his overbearing mother and his abusive father. During his youth, Otto would often receive beatings at home, or school. His father would roar at Otto to use violence when dealing with bullies whilst his mother, on the other hand, always put Otto off using violence. Sometimes Otto's father would beat him during rages, earning Otto's hatred.

Later in his life, he was accepted into M.I.T., and during his early college days, his father was killed in a construction accident during Otto's first year of college. His mother used her husband's early death to manipulate Otto into studying more. Otto's hard work paid off when he graduated at the top of his class and became a researcher at the Atomic Research Center upon graduating.

To help manipulate radioactive substances from a safe distance, Otto constructed a chest harness controlling four mechanical, tentacle-like arms - earning him the nickname Doctor Octopus. At work, had fallen in love with a fellow researcher, Mary Anders, but when Otto pronounced his intentions to marry her, his mother was against it, saying nobody was good enough for her son, causing him to break off his engagement. When Otto discovered his mother dating behind his back, he blew up in rage at her. During the argument, Mary died of a heart attack, leaving Otto without a mother and with bitter feelings.

Consumed with guilt, Otto couldn't fully focus during work, and volatile liquids exploded when he didn't reach them in time with his arms - bombarding the scientist with radiation. The substances left him capable of mentally controlling the arms, but the accident also caused irreversible brain damage - transforming the respected scientist into a megalomaniacal superhuman criminal.

Since then, he's been self-teaching himself, and engaging in petty crimes to finance his projects.

Personality:

Before the accident, Otto was a promising scientist, a prodigy of potential that could one day potentially rival people in the League of Tony Stark. Despite his childhood, he could have made solid contributions to science.

Instead, while he was handling an expiriment at the Atomic Research Center, an accident (was it his fault, or was someone jealous of his genius? We'll never know for sure) became the catalyst that both fused his mechanical arm harness to his torso, and ruined his brain, forever altering his outlook on life.

Since that fateful day, Otto has pursued science aggressively, often to the detriment of those around him. Whether he's robbing banks to fund his projects and research, or he's leading the Octoboys in yet another fight to gain control of resources or turf, Doctor Octopus is his own man, with his own goals now.

Genius:
A world class genius before his accident, Otto has a brilliant mind easily in the top leagues of the planet.

Superhuman Concentration:
Doctor Octopus is capable of extraordinary mental feats, among them being able to multitask on multiple levels with his arms and tentacles. While he himself handles a task, each of his tentacles can be used for entirely other tasks, without serious strain on his mental capacity.

Of course, he can only do this to a certain point. Two complex tasks tends to be his routine limit. Going beyond that is very stressful for a short while, but doable.

Tentacle Harness:

Tentacles: Doctor Octopus is in direct Neural/Psionic control of a set of four electrically powered, prehensile tentacles attached to a custom fitted harness from his lower chest to his waist. Constructed of a Titanium-steel alloy, the harness and tentacles are highly durable, highly mobile, anti-corrosive, very lightweight, and capable of returning basic sensations (and audio/visual signals through micro-cameras at the ends) to Otto through the electrical spinal fusion by the accident. Powered by a custom nuclear thermo-electric generator, the harness can run for years before it needs to be resupplied, and the harness itself can be controlled mentally from long distances (up to 900 miles) by Doctor Octopus, should he ever for some reason be separated from it.

Strength: The tentacles themselves are capable of lifting in the general range of eight tons each, with total capacity being twenty four tons if Otto uses a tentacle for support. Each tentacle is able to hit with the force of a jackhammer, and move around ninety feet per second at maximum speed.

Telescoping: Each tentacle is six feet completely compacted, and can reach out to twenty four feet at full length.

Travel: The tentacles are capable of traveling in any direction (up to fifty miles an hour in a 'straight dash' on all four tentacles) as long as they can grab onto or create 'handholds' in the material. Usually this means things like concrete, brick, or various forms of stone or marble, all the way up to rusted or thin metallics. Anything steel or stronger is simply too strong to get through, and must be traversed via 'handholds'.

Combat:
While Otto himself has no martial skill whatsoever and only engages in moderate exercise to keep in average shape, he has mastered the art of using his tentacles in combat. Superhuman concentration and years of practice have made it so Otto is quite capable of taking on skilled metahumans with them, and can quite effectively take on normal humans without much issue.

Scientist:
Otto holds a degree in nuclear physics, and is considered one of -if not the- foremost experts on the subject. He also has a minor in robotics and biochemistry that he has self-taught to be one of the top experts in that subject as well, in order to better maintain his harness.

Since the accident, he's also self-taught himself engineering and chemistry.

Strategist:

A side effect of his genius and his criminal lifestyle, Otto is a capable strategist. He's quite capable of solo and small squad tactics as the need arises... but his primary strength is long term planning.

Hideouts:
Otto has a couple state-of-the-art lab-bunkers hidden away in Manhattan and a few other cities, for use in going to ground if he's being hunted. Small, but useful, these facilities act more as emergency depots than anything else, with basic fabrication and living space.

Octoboys:

A small gang in Manhattan, Otto keeps his people mostly under the radar of the bigger fish. Otto uses them for robberies and other petty crimes to finance his projects.

Megalomania:
Doctor Octopus firmly believes that the world would be better off under his guidance, with his many projects mostly aimed towards that end.

Mostly Human:
Despite his control over his tentacle arms and his genius, Otto is still as human as anyone else beyond that, despite being technically metahuman at this stage. He needs air, water, food, and everything else a normal human needs, and will die if shot.

Psychopath:

Once upon a time, Otto was fairly well adjusted, if depressed.

After the nuclear accident that permanently altered his physiology, he was not only granted mental control over his tentacles, but his moral and emotional centers were degraded to the point where he feels no remorse for causing suffering or death. He can toss people off bullet trains into heavy oncoming traffic without a shred of guilt. Everything is a means to an end, for him.
