Description
Doctor Doom called a group of metahumans, many of whom could be described as "supervillains", together to form a Legion in response to the formation of the Avengers. Legionaries pay tribute, while Doom takes care of the overhead, and they can rely upon each other. Doom has a greater goal, but thus far he has been unwilling to reveal it. Given that some of the legionaries wished the headquarters to be water based, and others jungle based, Doom compromised by constructing the Hall of Doom in Sommerset's Slaughter Swamp.
