Quite a bit of mystery surrounds the name Peggy Carter. Much about her remains classified: her past, her missions, as well as her whereabouts. Her war record is vague about her service, other than most of it was done in with the French Resistance. The most solid fact of her history is that she - along with Howard Stark and Colonel Phillips - founded the organization known as SHIELD. In fact, her SHIELD file designates her as an active agent. Though, as she was born in 1921, how could that even be possible?

Description:

Peggy Carter is a compact, fit woman who looks to be somewhere in her early 30s. Her hair falls just past her shoulders in slightly careless brunette waves often pulled off her face by a few errant bobby pins. She has a slightly heart-shaped face with sharply intelligent brown eyes. A warm red color usually compliments her mouth and just a touch of rouge on her cheeks. Looking at her a bit closer, it's clear that much of her small frame is built of dense, well trained muscle.

A suit that has a somewhat timeless style currently covers Peggy's fit frame. It's a dark charcoal color with thin white pin-strips that run through the fabric. The skirt falls to just below her knees and tapes in the pencil fashion, but there is a slit up the back for ease of walking. The jacket is single breasted with three ivory buttons. A white shirt's collar lays flat along the jacket's lapels. The outfit is finished with perfect stockings and a pair of stately gray heels.

History:

Born in 1921 in London, England, Peggy received her education from St. Martin in the Fields High School for Girls. She was always quite brilliant and stubborn, so at the first rumors of war, she enrolled as a code breaker. Through a recommendation by her brother, she was recruited by the SOE by 1939 and quickly moved into an advisory role to the Strategic Scientific Reserve. She was an agent of the British Secret Intelligence Service throughout the 1940s and, through this position, became exposed to the world of people more powerful than humans. She infiltrated HYDRA during her service and, after successes, was assigned as a liaison by the British government to help the Americans combat Nazis.

In 1943, she ended up assisting with Project Rebirth. She served as Steve Roger's escort to the SSR facility to undergo the procedure. She assisted Steven - then known as Captain America - and friends with taking down HYDRA's original installation during this time period. It was also where she lost Steve in a doomed final flight.

She ended up leading an SSR team to destroy several lingering HYDRA projects. She remained working with SSR in New York even after the war until she, and some close allies, ended up founding the Strategic Homeland Intervention, Enforcement and Logistics Division in 1950. SHIELD grew from 1950 to 1965 under her careful watch, among others. She was given an early version of the infinity formula in those first years. She also married and gave birth to one child during that time, proving that yes, career women can have it all, even in the 1960s.

Everything seemed to be going swimmingly until Howard Stark began toying with even more dangerous, experimental technology in shield R&D. He thought he may have uncovered something to do with time travel, always making efforts to figure out how to get Steve back. He asked Peggy down the hall to witness what he thought was initial success, when the device went off. There was great damage to the room from a seeming mass explosion, and Peggy Carter was gone. She was presumed dead but Howard worked for ages to find her, to no luck. Some say that's why he started drinking (more). Only in modern times has she reappeared in the exact place she left, like nothing happened at all.

Personality:

Peggy is a self reliant and self sustaining woman: a progressive from the 1940s. From a young age she realized she did not wish to run a home and have her main role in life be a wife and mother. Instead, growing up with the survivors of World War I, she realized she wanted to serve her country, and have her life serve a greater ideal. As soon as the war broke out, she signed up to be a codebreaker and later on a field agent.

As such, she pushed for field work and dangerous assignments. Often, she was given them as she was both a persistent thorn in the side her SOs and incredibly competent. From the beginning, she knew she had to be better than her male counterparts in order to be given the time of day and she worked double time in order to make that happen. Unwilling to take crap or any of the typical sexist attitudes of the day, she made her own way in the French Resistance.

After the War, she returned much changed. It was hard to tell to most as she rarely let anyone in past her defenses, however her time there changed her outlook and attitude toward life. A practical cynic, she still believes in the goodness of people. To her core she believes that given a choice between the selfish and the selfless option, a person will take the selfish one half of the time. Despite using that statistic to believe the worst of mankind, she leans into the fact that half of them will act selfless and help others rather than themselves.

In laymen's terms, Peggy is the embodiment of hoping for the best, preparing for the worst.

Biology:
As shown during her threatening someone's brachial artery with a fork, Peggy knows enough about the human body to understand weak spots and the best way to use them against an opponent. This also translates to her being able to do basic first aid, but her life has lent itself to using such knowledge in a threatening manner more often.

Codebreaker:
The first thing which ever secured Peggy a job within the military was her ability to break a code. She always had a natural knack for it, especially with her skill for languages and code processing. However, over the time of the war, she saw more codes, one time use pads, language differentials and hidden messages than most people do in several life times. She is still one of the most skilled code breakers in SHIELD to this day.

Combat:
Peggy Carter has had to hold her own on the field of battle for well over a decade during an era where war was far more up close and personal.

Dancing:
Peggy comes from an era where dancing was a preferred past time and, in her rare times of, she loves swing dancing.

Disguise:
Peggy has had to go in disguise for more than a few intelligence gathering operations and she's a great actor when she needs to be.

Empathy:
Whether it's lie detection, body language reading, or simply being able to read beneath the surface of what people say, Peggy is very good at reading people. She can call them on their bull and play poker with the best of them. This has come from years of working in intelligence and needing to analyze her subject's emotions, body language and lies as much as she does the words they say.

Espionage:
Peggy was one of the best spies in the world from 1940-1960. She's been trained in war time settings, peace time settings, to go against people far more super powered than herself and everything in between. She knows how to tail someone, observe someone, go undercover, tell white lies, manipulate a situation and, basically, do anything a world class spy could need to do. Espionage is probably her greatest power in the world, and she does it all as a mere human.

Languages:
Having been in the military since a quite long age and attended boarding school, she is quite capable of speaking in many languages. She's fluent in French, German, Spanish, and Russian. She's passable in Italian, Portuguese, and Norwegian. She has basic skills in Mandarin and Japanese -- enough to stumble around but clearly not fluent or capable of full conversations.

Leadership:
One of Peggy's best assets has been her ability to be a leader to people behind desks and in the field. She's charismatic and commanding.

Marksmanship:
Sometimes a gun is all that comes between you and saving a life. Peggy Carter knows how to use one with the best of them.

Resolve:
Tough as nails and stubborn as an ox, it's immensely difficult to sway Peggy Carter from a course of action once she has her mind set upon it.

Tactics:
The tactical command of men hasn't changed as much as strategies and technology. Peggy Carter is amazing at assessing a situation.

Vehicles:

Trained in the military to drive a variety of vehicles, as well as fly a plane in an emergency, Peggy is comfortable behind the wheel of most vehicles.

Peggy's membership in SHIELD was never, technically, expired. She was marked as M.I.A. but she's still technically an agent and, with her identity verified, will be given a nice piece of body armor. Extra necessary for just being a human without special abilities.

Having previously been director of SHIELD during it's inception and first decade and change, Peggy Carter has a lot of old friends and contacts. She still has a place of honor in SHIELD and, once she proves her identity again, will probably be given respect and some sort of rank. She even has some old friends around from back in the day, Captain America being one of them.

Shield Operative:

While listed as M.I.A., Peggy Carter was still one of the founding members of SHIELD. Her file is still open and, with training reinstated for modern technology, she'll be welcomed to rejoin them as an Agent.

Bad Cook:
For all her talents, Peggy is AWFUL in the kitchen. Bucky tells the story of how she burned a whole dozen eggs trying to make him an omelet. She's awful in the kitchen and it shows.

Defensive:
Having grown accustomed to most men in her life disregarding her for being a female, especially in a professional capacity, Peggy can read into things that aren't meant to be slights and becomes rather defensive around the male gender.

Degrading Formula:
Peggy was given one of the earliest versions of the Infinity Formula and, while it seems to have been effective at first, those effects are wearing off with even greater side effects. As the formula, so does some of her central physiological systems (namely, her pulmonary circulatory system and her central nervous system). While the side effects aren't clear yet, they are going to start getting worse. Eventually, she will need an upgraded version of the serum, or something else, to keep vital systems of her body from breaking down even faster.

Lost In Time:
Peggy, until recently, was firmly routed in the 1970s. While she is intelligent, there is a lot the modern age for her to catch up with knowing and it's going to be a hard up hill climb to adapt to this era.

Overconfident:

Peggy has often been able to hold her own quite firmly, but the world has changed and the villains out class many she knew in her day. She is overconfident of her old abilities and can get into deep trouble for it. Even worse, she often gets her friends in trouble too.
