Penguin considers himself a "gentleman of crime", completely capable of the worst brutality, but refraining for the purpose of fostering an image with the criminals of Gotham that he is trustworthy but not to be crossed. He is vengeful and dogged in extracting his due from those that betray him, even if it is a petty matter of disrespect through misunderstanding. He is sensitive about his appearance, but does not feel himself ugly, despite being shallow. He merely demands respect from others, in the manner of a prison ex-convict blended with a high ranking gangster. He prefers not to get his hands dirty, but will not hesitate to engage others in violence, either with his fists, or with trickery, using tricks like poison and toxins, corrosives or caustics, or mind altering substances. The worst revenge the Penguin can offer you is the slow death, punishment for humiliating in front of a female associate.

Penguin, despite everything about him, is a bon vivant with people, treating others as if they are a favored house guest, calculating their wants and needs, but only offering it to them when he has a use for them. Still, this use is not always purely concrete, and it is not always a direct use for them, Penguin with the intelligence of a head of state, merely lacking the empathy to move others into dying for him out of charisma. He is known to lie and cheat and steal, which is always a temptation to him, but it is through this temptation that he controls others. He never doublecrosses someone he has a contract with, but will also inform to Batman if he's under threat of losing his livelihood. But, there is a limit to the things he will do for money, just as there is a limit to how much he will let Batman bully him without resistance. Penguin despises a bully, and has a code of ethics based on pity, arrogant as it is.

Hunted Between Worlds August 17th, 2017 A Chinese military officer on the run from the People's Republic is a major token in the schemes of the old money of European alliance. Penguin's careful arrangement to move him into the hands of British paramilitary hands is foiled by Alice Gulliver, who takes him into her custody, outside the eyes of Hong Kong or Gotham City police. But still the man lusts for revenge against his homeland. And the Penguin is always one who understands humanity's darker ambitions, those that promise thanatos.
Birds of a Feather, Carouse Together August 15th, 2017 Scarecrow, having just flown the coop of Arkham, finds Penguin, and they exchange pleasantries, before Crane offers Penguin a business proposition. A gambler's skill, in exchange for a physician's insight.
