City Fall: Recon at the Warehouse
Date of Scene: 02 April 2019
Location: East Warehouse - Manhattan - NYC
Synopsis: Punisher and Leo stake out the Foot headquarters, and discuss how to proceed to get more information.

Shredder has posed:
    Microchip tracked Bebop and Rocksteady to a warehouse on the waterfront in East Manhattan. They stayed there for a few days without coming out. At least, nothing that could be seen from the building they entered.

    The grass is overgrown in the parking lot, there's little to indicate activity from the outside. The windows are dark. It's a large warehouse, a few stories in height, and it has a chain link fence with a remarkable amount of overgrowth on it. Vines cover parts of it, they seem a little out of place for the vegetation perhaps. A NO TRESSPASSING sign is on the fence, and a single lightbulb illuminates the small pedestrian door, a brown, faded steel construction. The larger entrances are all closed, looking like they haven't been opened in some time. If something is inside, the blueprints show it to be an average warehouse. A place where drugs might be stored, or weapons, but not much else.

Punisher has posed:
The Battle Van, for all intents and purposes, was designed to be modular; it could be fitted with and have components replaced for the mission at hand. Tonight, the Battle Van was a surveillance hub, with Punisher having invited Leonardo to join him on the final phases of stakeout. Punisher himself was seated in the back, looking at a back of monitors from the various drones flitting around. On the opposite wall was a rack of modern firearms of all sorts.

"I don't like it. Not at all." Punisher grated out as he watched the latest sweep of his drones. Over the comm system in the truck, Microchip replied, "I know the feeling, Frank. The blueprints don't show it to have living space, so something is going on." Punisher grunted, "Tunnels, or a secret remodeling."

Leonardo has posed:
That burner phone came in handy. A call or two was placed, a little information exchanged, a chance taken: Leonardo joining Punisher for a nighttime ride in the Party..no, Battle Van. Donnie might make a Party Van a reality, but this is a different matter. It's a much more serious one, which is a large part of why Leo's agreed to venture out like this.

A part of him was surprised to be invited into the vehicle itself, some form of trust shown to him by the vigilante he's got reservations about. Trust is an important thing when it comes to working with others, and up to now there haven't been a whole lot of people outside a very small circle that he's placed any amount of that in. Would tonight change it for the better, or worse?

"Donatello might come out of his shell if he saw all of this," the blue-masked teenage turtle remarks as he gestures toward the bank of monitors and other tools and doo-dads and what's-its that fill the space. The tech center is much more up the alley of that particular brother, so maybe it's for the best Punisher doesn't have Donnie peering over his shoulder every step of the way, asking countless questions or making numerous observations. It allows them to talk, to discuss, to plot and plan.

As the man's opinion of what he's finding out is given, Leonardo crosses his arms and nods in agreement. "I've been around this place before when I tracked a few of the Foot out this way. They thought nobody saw them, but they were wrong. What exactly are you looking to accomplish tonight with all of..this?" An arm comes out so he can gesture at everything Punisher is studying.

Punisher has posed:
"Surveillance like this only goes so far, especially when the blueprints are obviously out of date. I wanted to know schedules, routines, patrols. So far, they're going out of their way to make this look like your average abandoned warehouse." Punisher clucks his tongue, "I don't believe this setup for a minute, so the only thing to do would be to get drones in there, or stealth in. This is probably an outpost of some kind though... so any stealth mission would be very hard to do without some kind of distraction."

Punisher looks back to Leo, "You ever been in there?"

Leonardo has posed:
Shaking his head, Leonardo stands by without touching or leaning on anything that seems too valuable. "I can tell you I doubt the place looks like what the blueprints suggest, but that's all I know. I've had an eye on it multiple times and seen some mutants coming and going or keeping guard, but a lot of kids go through here too. Many of them are Foot, but I have a feeling Shredder is trying to lure younger ones into buying whatever they're selling." He frowns, eyes shifting toward the monitors again. "A lot of them are teenagers...like us."

He then confirms, "But I've never actually been inside. I don't know how dangerous it might be, or what they have in there. We haven't been in a position to find out before."

Punisher has posed:
"Then I've got a proposal to make." Punisher looks up from the monitors, and looks at Leonardo, "I'm going to hit this place eventually myself, with or without you. This place is either an indoctrination or drug center. Both of which need to be shut down. If I take the place head on and draw their attention, you think you and yours can get in and get the innocents out?"

Shredder has posed:
    Three teens, a girl and two boys, approach the fence. They pull open a torn spot, and slide under. Something is strange about the girl. Her skin has splotches of glistening black spots, as if there were rocks coming out of her skin at places. She's not a pretty girl by any means. She's a little husky, and her clothes are ratty. The boys likewise look like they are not with the 'in' crowd. They seem to be rather carefree in their chatting, and the two boys are talking up how much she's going to 'love this place'. They make their way to the small door, and open it without any interruption, and head inside.

Leonardo has posed:
"I'm sure you will," Leonardo mutters, mostly to himself, but without an attempt to hide it from Punisher. "And maybe it's both. I've heard loud music before, too. I'm not going to deny it's a problem."

There's a 'but' in there.

"But, I think we /have/ to know what's in there before anything else. It could be a bunch of kids and just a few Foot ninja," Leo explains, using a hand to gesture along with his words. "If you go in shooting first, it could go bad in a hurry. My goal would be to shed only what blood is necessary and unavoidable. I don't think everyone in there is bad and--wait."

He's spotted something on the monitors, pointing toward one Punisher may have already noticed. "Look."

Punisher has posed:
"I'm not worried about the collateral, I'm a good enough shot to keep the kids out of the crossfire. Stirring the hornets nest is just as good a way to get an idea of what's inside as-" This attention is diverted to the monitor pointed out, without another word.

Shredder has posed:
    The warehouse area goes quiet again with the teens' entrance into the warehouse. They continued to chat about how it was a place that really 'understands' mutants, and they are telling the girl that she won't be judged for what she looks like when she's in there.

    "After all, there are some way wilder looks than yours, I think we told you about that," one of the boys says.

Leonardo has posed:
Leonardo points further. "Look at her. Something looks off with her," he says, looming closer behind Punisher by this point. "That's the only way in or out I've seen them use. If it's just one point of entry, that's worth knowing. I'd be surprised if it was, though." How much of the conversation the boys are having with her, that should be up to what Punisher's got out there to pick up on.

"The problem with stirring the hornet's nest is sometimes you get stung. I don't like the idea of going in blind. We have to know what we're dealing with. If I can just look in through a window, or.." Trailing off, he's gone thoughtful, ticking something off on his fingers.

Punisher has posed:
"I don't like it either, but we're not getting in there with an infiltration without more outsiders. I'll probably be recognized, so that's a no go. In war, you gotta take risks and go on the offensive, or you'll never win long term." Punisher turns in his seat to regard Leonardo, "I've been doin' this for almost two decades now, trust me, I know what I'm doin'. You're never gonna get a completely risk free scenario when it comes to planning."

He taps the monitor, "Final phase will be seeing if there's anything in there worth hacking remotely. Micro?" Punisher asks aloud.

"On it, Frank." Microchip replies over the comm system.

Shredder has posed:
    As Microchip scans, there seems to be interference. There is a very high level electronic lock that is on the roof access. Military grade, and there's no remote access to it, it's on a closed circuit presumably. Something seems to interfere with the ability to pick up...virtually anything inside of the warehouse, which would indicate some type of shielding material more than it would indicate a lack of technology. There's no electric signature at all inside, which would not be natural. Somebody has put some pretty high level defenses in place.

Leonardo has posed:
Leonardo grimaces. "You won't pass for a kid, and just look at me." No, neither of them are liable to sneak inside the conventional way, which leads to alternatives he's not exactly high on judging from his tone and body language. "I don't like jumping into something blind. That doesn't usually go well," he deadpans, continuing to study the views provided by the drones. "Send that one up to the rooftop," he says, pointing at a particular screen. "Let's see if there are any views inside."

Punisher has posed:
"If they're trying for 'not worth attention' that high grade electronic shielding system makes that plan fail miserably. There's serious resources involved in keeping this place cloaked to detection methods for this to be anything but a base of some kind, Frank." Microchip offers in thoughtful musing over the comm system, "and the rooftop is a no go. Those basement level windows might work though, if you time it right." Microchip continues.

"Sometimes blind is all you get, and in this case, someones paranoid streak makes it impossible to do recon. You heard Micro, they're pulling out all the tricks for this." Punisher notes as he stands up, heading to the armory on the opposite side of the Van, "I'm not going to go in yet, but I do want to know if your group is interested in working with me on this one." He looks to Leonardo as he pulls a Remington 870 off the rack, and starts to disassemble it on the small table, "I'm doing this with or without you. If I'm the big target, that gives you and yours time to check it out while I keep them busy."

Leonardo has posed:
Leonardo peers again. "What basement level windows? All I see is grass." But, closer inspection will in fact reveal them to be there, just overgrown and mostly hidden. Clever. He snaps his fingers at the rooftop idea going by the wayside, as well. "At least we know, but the more I'm hearing about this, the less I like it."

Leaning back from the screens, he turns to watch Punisher at work on one of his many guns. "When are you going to do this? I need to speak to the others." His brothers. Splinter. What if Splinter tries to forbid them from joining in? Would he, after the situation has been explained? "If you can keep them focused on you, that makes it a lot easier for us to get in and out and try to get the kids out. I just hope none of the heavy hitters are there. You know a couple of them already." Of course, going with this man would also allow them to keep an eye on what he's up to, especially if he acts outside any plans they settle on.

Punisher has posed:
"I'm willing to give you all a week to figure your shit out. After that, I make no promises if they look like they're gonna be making big moves." Punisher offers in response, "I can keep them very, very busy. I've got a few ideas on how to handle the big idiots this time, now that I know they're a factor."

Leonardo has posed:
Leonardo asks, "Any outside surveillance? Cameras?" Something Microchip should be able to field for them via those drones. That will give him one answer about a potential way in when the time comes.

"We can figure our...stuff out in that time. I have a feeling you're looking to make a whole lot of noise, so the bigger the distraction, the easier our half should be. I can't promise immediate backup if you get surprised, though." Leo even mentioning that could draw any number of reactions out of Punisher, but which will it be?

Shredder has posed:
    Outside there are a few minor points of surveillance that are visible. A few cameras, high quality, are mounted on each of the four walls, and one on the roof that is a 360 camera.
    It may seem strange to have such a low level of detection, but it does seem to have infrared capabilities in the apparatus. On the perimeter, there are more 360 cameras that are placed that are similar at the four points of the property line, and within the block, there are a number of cameras that are pointed inward toward the warehouse from other properties that seem to have the same infrared detection, something unusual for a regular run of the mill security system.

Shredder has posed:
    A small handful of teens suddenly exit, coming back out the same door the others went in. There's a few of them, and they seem in rather serious conversation.
    "Do you think he can do it?" one asks.
    "I dunno, the sentinels...that seems a pretty tall claim," says another.
    "Yeah, but if he can..."
    "If he can, then I think it's worth sticking it out. I mean, we haven't seen any at home yet, and the FoH has been a lot quieter."
    "He's put his money where his mouth is, if he can keep it there, then I'm game."

Punisher has posed:
Pump-action shotgun cleaned, the Remington is reassembled and replaced on the rack... and Leonardo gets a look, "I could go in steathily, or I could go in with a bang. I can do it either or, but the bang gets us more intel and more resulting activity." Punisher points out, "I fully expect this to probably bring out a big response, so I'll have to wire the area up with traps and ordinance." Punisher grins. It's a predatory, sadistic grin.

"By the time you're ready to give me a response, this entire neighborhoods gonna be loaded to the gills in gear." Punisher points to the monitors, "enough I can turn this entire area into a warzone. Trust me. I'll be fine."

Leonardo has posed:
Leonardo gives a good, long look at the displays and the information coming back to them. Cameras, people leaving the warehouse, a mention of Sentinels that gets him to stiffen briefly.

Turning back to the man with the plan, the shorter humanoid turtle looks restless, yet working on patience at the same time. "If you can do that with all those cameras around that seem to be set up on the place, good for you. I don't think I have to tell you we prefer stealth. If we can get in and out unseen, that's the best thing for us. If you provide the distractions, we can deal with our side."

So why is it something is nagging at Leo, enough that the whole idea bothers him? "I think we have enough for now. Let's get out of here before someone accidentally spots us. I have some thinking I need to do." And meditation. Lots and lots of meditation. Contingency plans too, because his confidence in this plan, so far, is in a struggling place.
