Genuine, recognizable capes are still just about rare enough to attract that kind of gawking. Stardust at least has been in the Titans long enough to be pretty used to this, when she's in costume. She responds with various waves and greetings to onlookers as she walks and talks, and even manages to sign an autograph without it interrupting her conversational flow.
