Descended from a long line of soldiers, poets, and scholars, Ulysses Hadrian Armstrong's family has fought in wars for centuries. Ulysses is no different, having declared war on Batman, finding him to be a worthy adversary, a tactical foe that he can match by dueling mutual asymmetries. Ulysses Hadrian Armstrong got bullied in military school and responded by burning the entire school to the ground with the other cadets trapped inside, then came to Gotham City, quickly earning the nickname 'The General' for his strict attention to discipline and his usage of ancient Peloponnesian War tactics employed by the city-state of Corinth. The General finds the Gotham City to be a fitting battlefield, seeking to start an uprising against the wealthy plutocrats on the city on behalf of his fellow outcast.

History
History:
Ulysses Hadrian Armstrong, the youngest of three, and by far the brightest. Born in the suburbs of Raleigh, North Carolina, his father made his living working as an Ameritek scientist, his mother a homemaker, and his sister and brother (the eldest) talented students, but without Ulysses' certain attention to flair.
All three were just as intelligent, but Ulysses' attention to planning, strategy, and style made him a standout as a thinker, giving him a natural skill at difficult and rare histories. Tragically, however, he suffered the same problem as many great men of vision throughout history: he was below stature.
Sent to military school after he was caught slashing tires to get back at a teacher who made him do multiplication tables, he was bullied by the other students, who found his brilliant military ethic laughable becuase of the lack of ability he had to fight back in a raw physical strength. He was slowly driven psychopathic in anger, and sought to escape his prison, ceasing socializing and building his mind into a snaptrap machine of intellectual ferocity by reading textbooks in the library. He discovered military history alongside the Bible, and studied each civilization's period in the holy book.
The Book of Genesis? Clearly a reference to the early civilizations of Africa and the protolithic desire to have progeny and protege. The Book of Exodus? A firm lesson against an empire uncaring of any group of citizenry. The Book of Leviticus? An unusual lesson in why some laws have to be broken or bent, and why and how and what it means, a demonstration that all civic sets of rules require disobedience due to intentional dilemmas. The Book of Maccabees? How to piece apart an enemy by matching your folklore, to the enemy's, and labeling your idol, as their idol, and all your champions as rogues in opposition to theirs, with each holding a key to taking down each conception of valor in your foe.
But what was this, Corinthians? A Greek name, but what of Corinth, he pondered? He knew of Corinth, but only from architecture. Spartans, the most hardened warriors alive, and Athens, the pinnacle of the arts, but Corinth?
Deeper study was required.

This was the key to all great leadership, he surmised, and decided that he would use this lesson, and the others before he had mastered, to become a military man of the highest caliber, as the legendary progenitor of Armstrong line had been, a ruthless soldier that once killed an Irishman merely for stealing a pot of barley, before discovering the pot of barley contained a present for him, which quickly varnished his paycheck into a promotion to officer's class in a British rifle division facing Napoleon Bonaparte.
It was a simple task, with all of this knowledge, to lure the cadets and instructors into the gym, play a tape of the American anthem, with an array of marching instruments present, in the appearance of a patriotism rally, while he locked the building shut and burned it to the ground with diesel and kerosene accelerant absconded with from the motor pool.
It just took a little pomeade and a match for the chapel service candles, and they all burned to death, covering his tracks.
One month on the road later in a Hummer with a year's supply of emergency rations, he was in Gotham City, having found paradise.

His opposition to the consolidation of power in the hands of the few is natural, since he cannot find his validation, his attention, and his prestige from them because of his psychiatric condition, and he finds his condition to be an advantage, not a disadvantage, being a young man, hence why he blames those who are seated in power. For this reason, he assaults society's basic pillars, the foundations of leadership, capitalism, and tradition, in the name of populism, communism, and progressivism. He is an anarchist with a sense of military order, a communist with a rejection of nationalism, and a radical with a sense of balance.
The General has come to Gotham City to duel the forces of order there, finding the asymmetric tactics of Batman and the other vigilantes nearby to be essential to his understanding of his own asymmetry, the gangs and criminals and madmen to be a perfect recruiting base for henchmen, and the chaos of the turbulent world order to be centered in this place, his future root to power. It is public admiration he desires, hence why he seeks to perform rallies and uprisings for politics - to enhance his sense of self-worth, by becoming beloved, despite being a man that does not understand why he cannot understand others, only his own problems. He is wise enough to know that he will never gain reputation as a hero, and clever enough to judge his chances poor for rapid victory, and of course daring enough to consider risk to be the less trodden path.
Hence, he will become a partisan.

Ulysses Hadrian Armstrong is versed in early military history, from protolithic culture to the Apostalic Age of Rome and the Council of Nicea's conversion of Europe to Christianity. Although this may seem archaic, he has selected the Bible because it is at the fundamental register of all of European society throughout history, giving him a prolific expanse of potential sources of tactics and warfare from basic study of human culture and events, particularly related to the West.
Psychological Warfare:
The General has a complex warfare theory. First, he finds his followers, from those rejected by social powers, as he has been, matching their mutual sense of exploration. This, he feels, is the beginning of new civilizations, circles of power, and bands of adventurers. Then, he finds the reason why their rival has persecuted them, to build political accord with his followers. Next, he determines what the rules of engagement are for his own needs, identifying each dilemma in contraditions of rules and determining where to violate, these being his tactical options. After, he determines the idol of the enemy, and raises up his own idol with a matching image, saluting them as a hero, arranging a society of rogues and thieves as each of his tactical options to defeat the idol, the sign of the persecutor's power. He distributes this society's legend as propaganda, before engaging his foes in standard accord, with the rules of Corinthian maneuver.

The General relies on self-validation and public admiration, however unorthodox in measure, and as a psychopath, any revealing of his cause as treacherous to his followers, who he dearly values as a company of brothers and as a protected flock, is greatly harmful to his ability to reason and maintain.

The General is a psychopath from hazing, bullying, and taunting at a military reform school, and lacks empathy into the wants and needs of others, as well being unable to tell when he is being victimized.
