Carmen Sandiego is known throughout the world, and definitely in her own mind, as one of the world's greatest thieves. Her name can be uttered in the same breath as Black Cat, Catwoman, Fantomex, and Gambit. Besides her solo work, she is also the head of the Villains' International League of Evil, or V.I.L.E., in yet another case of someone coming up with an acronym first, and then deciding on the words to make it. They are willing to steal anything and everything, as long as the price is right. At the end of the day though, whether it's winning a quiz show as a girl, being the top agent at a private detective agency, or the master criminal she's become, it's all about Carmen showing the world how smart she is.

Carmen is the only character allowed from this theme as a VFC.
