Governor Susan Brayden of Washington and Governor Matthew Ellis of New York were elected President and Vice President of the United States in the 2020 election. Congressman Frank Underwood of South Carolina's 5th district, the majority whip for the House of Representatives, was angered when incoming President Brayden refused to nominate Underwood as the Secretary of State.

Underwood talked Congressman Peter Russo into running for Governor of New York in 2022, despite the misgivings of Vice President Ellis. Later, Underwood arranged for the alcoholic Russo to fall off the wagon, hours before a high-profile interview. With Russo's campaign in tatters, Underwood convinced Vice President Ellis to step in and run for governor, which he subsequently won. Underwood was ultimately chosen by President Brayden as the next Vice President of the United States.

In 2023, Underwood's team leaked details of how the Raccoon Incident (Resident Evil) in Whatcom County, Washington, was handled by then Governor Susan Brayden. This reflects poorly on the President, who appointed special prosecutor Heather Dunbar to look into the affair. The penny dropped with Brayden, who accused Underwood of undermining her Presidency. Underwood then leaked details of the President's marital woes and arranged immunity for the C.E.O. of the Umbrella Corporation (Resident Evil) in exchange for his testimony. The President, though apparently unaware of the immunity agreement, resigned and Underwood claimed the Oval Office. Congresswoman Mackenzie Allen (Commander in Chief television show) of Connecticut's 6th district became the next Vice President of the United States.

Underwood was assassinated in 2025 by a shapeshifter masquerading as his wife, Claire Underwood. Mackenzie Allen Allen became the next president of the United States. In 2026, Congressman Andrew Shepherd (The American President film) of New Jersey's 8th district became the next Vice President of the United States.
