Some insist that, given the timing of the various crimes laid at her door, she must be multiple people, or no one at all. Just urban legend carried over the globe. The truly obsessed scrutinize her many contradictions and mull over her motives. What does she want?

There may be only one person who knows for sure, but to ask her, you'll have to catch her first, which begs a third and final question.

Description:

Where in the world is Carmen Sandiego?

Right in front of you, it seems.

The most striking part of the woman is the omnipresent red trenchcoat - bright, bold and billowing. Going from mid-thigh up to the high collar, the coat has been Carmen Sandiego's distinctive trademark attire throughout her famed criminal career. Tied closed, it covers a black catsuit that protects her body from the neck down, though must stop somewhere in the sleeves of her outerwear by the sliver of skin that can be seen where the coat ends and her black calfskin gloves begin. The suit's zipper, a dangling golden triangle, has been pulled to her throat. Rounding it out are a pair of black boots that flow seamlessly into the catsuit and the hat that's almost as trademark Carmen as the coat - a similarly bright red wide-brimmed sombrero cordobes with black hatband.

The hat in question hangs low over Carmen's face at nearly all times, casting the famed thief's face in shadow. That only does a little to conceal her features, however - it's tough to miss the Latina's dusky skin tone, the reddish-brown curls that flow to mid-back, the ruby-red lips that are so often quirked in a knowing smirk... Carmen Sandiego is a woman full of confidence and little desire to hide who she is.

History

History:

Before there was Carmen Sandiego, there was Black Sheep.

Found allegedly abandoned as a child by Valuable Imports, Luxury Exports (also known as V.I.L.E) operative Shadowsan in Buenos Aires, Argentina and taken to the secret organization's island headquarters, the child was given the moniker Black Sheep and raised to be their greatest asset. Her training began young and was largely scholarly. The finest tutors from around the world came to her to teach her language, culture, geography. She may have never left the comfort of the island, but she knew more about the world than most people learn in their entire lifetimes at the age of ten, and all the while, she privately honed her budding thief skills by way of pranks and mischief.

It would be during such a prank where she would finally make contact with the outside world. A distressingly young White Hat hacker known only to her as Player, even to this day, managed to break through V.I.L.E's twenty-six layers of digital security. He became her first friend and first secret from her guardians and teachers.

Time would pass, and from the encouragement of Player, she would insist on enrolling in V.I.L.E and becoming a field operative. Black Sheep excelled in her studies in all areas of thievery, from stealth to martial arts to technology. She was a prodigy. And yet, due to the intervention of Shadowsan, she did not pass, and the rest of her class went on to become graduates and go on their first caper while Black Sheep was held back.

Even young, Carmen Sandiego is Carmen Sandiego, and she would not be anywhere without her own choosing. She snuck abroad the transport her classmates used to get to Casablanca, Morocco. Their mission: steal the lost treasure, the Eye of Vishnu. In her excitement, she lost focus on the mission and encountered a local archaeologist. He told her his quest for knowledge and how priceless these treasures would be once they are found. The relic's value was in knowledge, not monetary gain.

This put her mission into perspective. Her classmates' willingness to kill all witnesses was the last nail in the coffin. She understood what she was aiding was wrong then but far too late. For compromising the mission, she was taken back to V.I.L.E island where the true name of the shadow enterprise was revealed: Villains' International League of Evil.

Black Sheep would have nothing to do with them. Using all the knowledge and skill she gained over the years, she left V.I.L.E island in an extraordinary escape, stealing their data and making it her mission to take them down as Carmen Sandiego.

And in doing so, she has made several allies and become a world-class thief, stealing things before V.I.L.E can and returning them after they are thwarted. Her impressive lists of feats include snatching a ten million dollar stamp in San Franciso, stealing priceless paintings in Amsterdam, snagging the frickin' Magna Carta in London, stopping a biological weapon in Ecuador, and many more.

Wherever V.I.L.E goes, Carmen is sure to follow, but as V.I.L.E's reach encompasses the globe, no one can be sure where in the world Carmen Sandiego will pop up next.

Personality:

As the Lady in Red, Carmen Sandiego is bold, daring, and brilliant. Always flaunting her cleverness and cunning, she captures the attention of others and keeps it. Few understand her true motives, and she strives to be as enigmatic and perplexing as possible. She hears the questions people ask. Where is she? Who is she? She lives for it.

Hang the hat and trenchcoat, and she is far more down-to-earth, brimming with the self-doubt that comes with early adulthood and haunted by a childhood that never was but could have been. Her worst anxieties are tempered by rigorous disciple and steely resolve in her convictions, but as overly cautious and meticulous as she is, she can be prone to second thoughts and frustration when plans do not fall into place.

Deeper still at her very core, she has a noble soul, an infinite wellspring of generosity, and a real appreciation for culture. She is a humanitarian in every sense of the word and truly dedicated to her mission. She may not be fighting costumed psychopaths on a daily basis, but if one child does not go hungry because of her deeds, everything will have been well worth it.

Evasion:

Some call it luck, others skill. Whichever you prefer to call it, Carmen's ability to escape just about any situation might just look like a superpower. She has faced down unimaginable odds, and though she will not always find success, she will almost certainly find an exit. There's a reason why people are always asking where is she. A combination of quick improvising and layers upon layers of planning and strategy makes capturing and containing Carmen Sandiego a nigh-impossible task.

Awareness:
Under the tutelage of the scrupulous Countess Cleo, Carmen's attention to detail has become remarkable. She can spot a forgery from a mile away, determine something's market value to the cent with a glance, and distinguish between similar items, no matter how small the difference. This skill extends to her general awareness. She's alert of surroundings and quick to pick up clues. You won't sneak up on her any time soon.

Escape Artistry:
A fair few detectives can boast they've caught Carmen Sandiego over her career - none have held her for long. It's partially her familiarity with police equipment and partially her knack for planning, but Carmen is exceptional at getting out of what often seems to be an inescapable situation.

Gadgeteering:
While her knowledge in this field isn't quite as advanced as Player's or even Ivy's, Carmen is no slouch in the technical department. The eccentric Dr. Saira Bellum made sure of that. She has designed more than a few gadgets in that trenchcoat of hers and can come up with pretty impressive pieces of technology given time and resources.

Intellect:
Carmen was a child prodigy and remains exceptionally intelligent. Her specific education has imparted upon her a knowledge base that is more wide than deep, but she's exceptionally cunning, is swift to pick up new ideas and is highly creative in the application of what she does know.

Linguistics:
As part of the demands of her capers, Carmen is fluent in more than a dozen languages and is passable in many more.

Physique:
In the loving arms of Coach Brunt, Carmen Sandiego has been pushed to peak physical fitness. She is an Olympic level athlete and gymnast, able to run, jump, roll and tumble with the best of them. Trained in martial arts, she is a highly skilled combatant, capable of holding her own against most people in a straight fist-fight, though her slender build and dislike of physical confrontation mean she can be taken down by brute force or overwhelmed by continuous assaults. She specializes in quick, efficient takedowns or evasion.

Well-Traveled:
Carmen Sandiego has been around the world and back. Her knowledge of the many colors of the globe runs deep, and she has cultivated a true appreciation for the traditions and customs of other groups. It is pop culture where she often falters due to her secluded upbringing, but her knowledge of geography and history? Unrivaled.

Where Is She?!:
Pupil to the elusive Shadowsan, Carmen is amongst the finest in the world when it comes to stealth and disguise. She can disappear from plain sight, even whilst wearing her distinctive outfit, and leaves no trace of her existence (unless she wants to). She often operates in plain sight and so has become adept at changing her appearance drastically at a moment's notice.

World's Greatest Thief:

Trained by the experienced Professor Maelstrom, Carmen Sandiego is a thief of world renown, capable of stealing anything she sets her sights on. She can bypass security systems, or pick locks, and there's no prison that has been built, no containment so secure, that she doesn't have at least equal odds of working out how to crack it.

Black Sheep Foundation:
The Black Sheep Foundation is a charity organization set up with a false moniker by Carmen Sandiego. It donates to children's hospitals, orphanages, museums, and various other charities around the globe.

Carmen Brand Outerwear:
Carmen Brand Outerwear provided the San Diego county with stylish rain gear at affordable prices. After 80 years of service, they shut down. Carmen and her team bought their original warehouse and turned it into a headquarters. The HQ has several bedrooms, a garage, and a state-of-the-art gym and dojo. Despite that, the idea of putting down roots when she has no notion of where she actually came from repulses her, and she generally avoids it. Her people can be found there, though.

Mystery Past:
There is no official record that exists of who, exactly, Carmen is. Outside of the frustrated profiles built up by crime-fighting organizations around the world, no trace of her past remains.

Passports:
Carmen Sandiego isn't a citizen anywhere, but she has enough passports and forged identifications to make up for it. She can be anywhere in the world, and though her presence is rarely legal, few would have any way of knowing it.

Player:
Sure, he doesn't have his learner's permit yet, but he is Carmen's secret weapon. This kid is a master hacker and computer programmer, with the skill to break into most databases and follow the movements of agencies worldwide. Fortunately for everyone, he uses these powers for good. To help Carmen Sandiego, his best friend. He is, however, a child and limited in part by his resources.

Shadowsan:
Don't let his age fool you. The story about him taking out a squad of men with chopsticks is totally true, and he'll do it again. Since he defected from V.I.L.E, Shadowsan has become a sort of mentor to Carmen, and he will aid her in what he views as an incredible path if she requires it. He is a master martial artist and a swordsman of few peers, with a sufficient understanding of the human body to locate and shut down specific pressure points. His ninjutsu skills are off the charts.

Toys:
"A lady needs her tools."

That trenchcoat of hers is possibly filled with as many technological gadgets as Batman's utility belt. Only it's far more fashionable. Carmen has a wide range of extremely high tech devices, many of which she has stolen or Ivy has invented. These generally focus on transportation and larceny, including jetpacks, drones, shrink rays, hovercraft, comms and surveillance devices, her fancy lipstick USB antenna, and many more.

Wealth:
Carmen Sandiego has stolen well over nine billion dollars worth of artifacts, historical documents, and other assets, precious items that have been targeted by V.I.L.E and are returned once their safety can be ensured. But not everything can just be returned (like the gemstones from that illegal mining operation in Rio de Janeiro or the diamonds in Botswana), and she will donate the money to charities and struggling communities around the world. Of course, she has to keep her operations going somehow, and she keeps some of that money in flush bank accounts.

Zack & Ivy:

A pair of Boston-born siblings that Carmen ran into during her first caper. They may not be the most professional ever, but they make up for it in skill. Ivy's an inventing genius who's working on building the cloaking device and pocket teleporter Carm's always wanted, and Zack's driving skills could put a professional racer to shame. They are also disguise and infiltration experts and have been known to pass as Carmen herself, to the eternal confusion of her foes.

Face:
Carmen Sandiego is, for all intents and purposes, Carmen Sandiego. There's no trick. She introduces herself as Carmen, makes no substantial effort to conceal her face, and wears red even in her most casual outfits. She hides in plain sight, so to speak. If she's ever discovered, she could just disappear, but as her fame becomes more concentrated, she's gonna need a lot more disappearing acts.

Her Crew:
Considering her team consists of a preteen hacker, a brother-sister duo that comes off as pranksters rather than professionals, and her former teacher from hell, it's pretty obvious she keeps them around for more than just their talents. They are the only family she knows, and she would lay down her life if it meant saving theirs.

Moral Compass:
Carmen Sandiego has a strict no-killing policy. Pretty standard stuff for a hero (although she rarely calls herself that). She takes it a step further with a try to do no harm policy. She avoids physical confrontations and doing serious damage to anybody even the random thug.

Mystery Past:
Before there was Carmen Sandiego, there was Black Sheep. Before there was Black Sheep, there was nobody. Carmen does not know where she came from or who her parents are. The details involving her relocation to V.I.L.E are murky at best, and she is constantly looking for clues as to her past. She's sympathetic to causes around the world since she knows nothing of herself and can be manipulated with the promise of finding out who she is. In her mind, she must be Carmen Sandiego because she has nothing to fall back on without that persona.

The (Wo)Man and the Myth:
Few recordings or pictures of Carmen Sandiego exist in government databases, and the ones that make it onto the internet don't stay there for long (thanks, Player). The tales of her outrageous acts spread via the word of mouth (officers, eyewitnesses, etc), and most people doubt her existence and chalk up the stories to urban legend. Still, she has become a living legend, with recognition everywhere in the world. Her thefts have grown beyond mythical proportions and range from mostly innocuous to outright mind-boggling. "She stole my car keys, she stole Cleopatra's tomb, the Ark of the Covenant, the Hanging Gardens of Babylon. She stole every last drop of salsa! (that's a thing. Google it.)". The only constant in these stories is that she's a thief. She steals things. She's up to no good. This isn't the case, at all, but Carmen does little to dispel the rumors and has garnered quite a nasty reputation because of it.

The Game:
Carmen wears a red trenchcoat for two reasons: it looks absolutely stunning on her and people notice. She is devoted to her mission, but she has become addicted to the thrill of the catch, the game of cat and mouse, thief and detective. If she played the game too well, nobody would EVER find her, and so she's compelled to find some way to attract attention. A mission without chase is a wasted opportunity, and loathe as she is to admit to herself, she doesn't always want her capers to go as perfectly as she plans them.

V.I.L.E:

The Villains International League of Evil is a criminal organization that controls a global conglomerate with over eight hundred field operatives. They have a hand in nearly every industry imaginable from high fashion to processed foods to police forces to technology, and participle in white-collar crime as well, orchestrating economic recessions and corporate fraud to fatten their pockets. They are led by a shadow council known as the Faculty and despise Carmen Sandiego, or Black Sheep as they know her. She took their training and consistently uses it to foil their operations. If found, operatives have clear instructions to capture and kill her, but finding Carmen Sandiego has always been the caveat.
