Stockholm started out as Officer Julia Pettersson of the GCPD.

Things went wrong when she went undercover and suffered a psychotic break in Arkham thanks to tender ministrations of corrupt doctors. She broke out committed atrocities and ended up back in Arkham.

As Stockholm she has been in and out of various jails and the Asylum doing crime for several years.

Dirty Blonde shoulder length hair is her usual haircut, though it is known to vary from buzzcuts to various dye jobs depending on a very mercurial set of moods. The eyes though never change, a very intense light blue, almost grey in the right lighting. The intense Scandinavian woman those eyes belong to look to be somewhere in her mid-twenties and she is conventionally quite attractive and in excellent shape.

What she is wearing is as mercurial as her moods and her setting. It could be anything from a black leather jacket with a variety of counter culture buttons and rough black jeans to a suit and top hat. Other extremes include a mix of leather and combat armor with bandoliers of bullets. Entirely situationally dependent.

History

Julia Pettersson was born in Gotham. Her family was pretty normal. Her dad was Detective Pettersson of the Gotham City Police Department and her mother was an accountant at Wayne Enterprises. The fluke that gave her the psychic abilities and peak human agility that served her well and led to her eventual downfall may be genetic. Her parents though seem utterly mundane. Maybe it is just Gotham or some sort of curse. God knows her downfall may have been some sort of curse on Gotham or Arkham that set that course.

Ever since she was a small child her abilities had made things easier on her, even if she didn't realize she had a metahuman edge and was not just gifted. Her Photographic Empathy made it easier for her to fit in with people. She just understood people's motivations intuitively and was effectively a social chameleon when it came to moving in and out of cliques and any interaction with people really. Her photographic reflexes meant she could study the things other people did and be able to mimic them perfectly. It didn't happen instantly, it took observing it several times, but it also didn't take years to train in the muscle memory. Those abilities did have a tendency to fade away if she didn't commit to practicing to retain them. It was never a once and done with Julia's powers.

Thanks to those abilities she was a fairly exceptional student. Great marks in school. Excellent showing with extracurriculars, sports (Gymnastics amongst others), debate, drama clubs.

She could have gone anywhere with her marks and extracurricular resume. Despite that though she did what she had always wanted to do growing up, influenced more deeply thanks to her Empathy and her Father's strong personality. She followed his footsteps into law enforcement.

Her father was not very happy about her going into the GCPD, he knew how dangerous the city streets were for a rookie cop. He managed to talk her into going to Gotham University (Go Nighthawks!) first so she could see what her opportunities might be outside law enforcement and also he hoped have time to cool down on the idea. She went on a scholarship, reflecting both her academic excellence as well as the gymnastics team. Her degree a bachelors of science in criminal justice.

Surprising her father but not her mother she didn't cool on the idea of joining GCPD. Upon graduating from college she applied and was accepted to the police academy. Her father may not have been happy but he didn't make sure she wasn't accepted because even he could see at this point how determined she was. She was top of her class at the police academy. Doing absolutely fantastic with all of the training and scoring top marks on things like marksmanship thanks to her psychic abilities.

She did well on her rookie beat, developing a rapport with the community, solving crimes, writing tickets. It was honestly not the best use for her seemingly formidable abilities. Which is why she accepted the assignment when she was asked to join a special task force. The goal of the task force was to get an inside track on villains, not the run of the mill criminals, in Gotham. The ones who treated Arkham's front door like a revolving door. The thought was with her ability to blend in with groups of people and get them to open up she would be great for an undercover assignment at the heart of it all, Arkham.

Needless to say, things went very wrong and she ended up suffering a tragic psychotic break. The details of what happened are complex and unfortunate.

You see one of the things about so many of the criminals in Arkham that they had and Julia was missing was a run in with the Bat. That tipped some corrupt, and maybe even insane in their own right, psychiatrists off that Julia needed a closer examination. That closer examination revealed the second trait that separated Julia from the other inmates. She wasn't crazy.

GCPD hadn't brought the people running Arkham in on the operation as they thought that some of them might be on the take or potentially even part of the a larger problem. So there was Julia, a threat to some of those psychiatrists work and Arkham itself

In response they settled on a new experiment with a relatively normal girl, with an abnormal ability to get inside people's skin as far as they was able to determine. An experiment in which that young woman was twisted to be like everyone else in Arkham and in some of those psychiatrists' opinions everyone else in Gotham, insane.

Her power was her Achilles heel as well, it wasn't all those corrupt psychiatrists. She was put in close proximity with some of the most insane and dangerous criminals on the planet and they got in under her skin. This was obvious during the sessions with her psychiatrists and they doubled down on using it to break Julia utterly. They wanted to see what would happen and neutralize the threat. One of them also wanted to see if she was pushed hard enough if she would fall into the Bat club. Though in this case that psychiatrist wanted to make her fixation on the Female Bats. Batgirl in specific.

When she suffered the psychotic break that her 'caregivers' wanted and she was put into further group sessions with some of the other inmates.

In the end Julia broke out of Arkham with several of her fellow inmates and committed absolute atrocities before they were all shoved back into the Asylum by the Bats. By the time they were taken down she was dressing up in ragged and bloody farm gear and wielding a scythe.

The GCPD was shocked and horrified. That one of their own could end up belonging to Arkham like that legitimately was embarrassing and easily enough to earn enmity from the rank and file GCPD members.

Since then she has bounced in and out of places like Arkham and Iron Heights and always seems to fall in with Super Villains while on the outside. Henching. Sidekicking. Committing copycat crimes totally violating their trademarks. Also a fixation on Batgirl.

Personality

Situationally Crazy. The degree and tone of her crazy shifts mercurially depending on the company she keeps. She is always crazy at this point, there are simply too many fragments of personalities and supervillainy stuck in her head. Contact and exposure to any particular personality though brings that to the forefront and she starts to fall into mimicry like a young cuckoo. Homicidal. Humorous. Hidden. Horror. Mayhem. Murder. Mysterious. All flavors of crazy. All available with the right stimulus (and sometimes without).

Predictably Unpredictable. If one understands how Stockholm's flavor of insanity works she is predictable as the day as bright and the night is long. The thing is most people don't have the combination of psychosis, weaknesses, and powers that drive this girl so most people would be pretty confused or surprised by the twists she takes. Even when she is in an environment where one would assume she will go with something Bird and Ice themed while working with some villains and another shard of personality can pop and make things go really crazy town. She can't hold her mind together anymore and that means things are often quite surprising.

Obsessively Fixated. Thanks to her first time in Arkham and the tender ministrations of her corrupt psychiatrists protecting themselves, Stockholm finds herself fixated with the Bats, primarily the female Bats, and Gotham. It vacillates between wanting to defeat them all, which is only reinforced by her other psychosis and exposure to the various villains who are also obsessed with the Bat, and wanting to prove she could be better than any of them, especially Batgirl.

ENHANCED PHYSIQUE
A quirk of her metahuman nature has not just gifted her with the two mostly psychic abilities but also has left her operating at peak human agility and reflexes. This isn't anything superhuman by any means. She is just operating at honed and peak human capabilities, which is still pretty impressive. It enables her to go toe to toe with other peak and street level heroes and villains, but she can't go toe to toe with any superhumanly enhanced ones. Breaking it all down she essentially she has Olympic level hand eye coordination and agility and could probably have been an Olympic gymnast if she had stuck with that instead of going into law enforcement.

MIRROR REFLEX
This is a variation of Photographic reflexes, the signature ability of other villains like TaskMaster and lesser known ones like Fateball. Unlike Taskmaster Stockholm can't replicate skills she sees done by someone just once and instantly.

In her case it takes repetition and observation over a period of time of those skills and techniques. So Stockholm can upon sufficient observation replicate physical skills without any real training or even practice.

She can lock those skills and techniques into place with minimal effort compared to normal humans. It does take practice though to make sure that those purloined skills do not fade away. So while it doesn't take her months or even years to make things stick. It does take more like days or in some cases weeks of practice at most.

This and her photographic empathy explains how she so perfectly copies some of the criminals she commits copycat crimes of down to the detail to fool most (but not all) forensics and detectives.

She absolutely can not learn other people's powers or abilities this way, only skills. It also explicitly takes both sufficient observation for immediate deployment and practice to retain longer term.

She also can't exercise skills and techniques that are beyond her bodies physical limitations.

PROFILING

Stockholm has a psychic ability that might be best termed photographic empathy. The more she interacts and talks with people the more she starts to think just like them. This allows Stockholm to get into their skin and walk five thousand miles in their shoes, metaphorically at least. It gives Stockholm insight into their motives and allows her to really see things from their perspective. Also the stronger the personality and mind, the easier it is to read them like a book as long as they do not have psychic shields or training that prevents them from exhibiting emotions. This would be the psychic power that made her one of the best students in school and rookie cops on her beat. It has also made her a terrifying villain since she lost her bloody mind.

ACTRESS
Drama club in High School and College may have been the first places she formally flexed her acting chops before she was tapped to go undercover and then started to mimic villains. She was in a variety of plays all through high school and even some college level products at Gotham University. This was enough for her to pick up techniques from some of her initially more talented classmates and practice them enough to hone them. Now she can study someone and mimic their personality and movements. Their mannerisms and effects. She is probably one of the best naturally talented method actors in the world thanks to her metahuman abilities.

CRIME FIGHTING
Stockholm was trained and picked up skills with practice (and a nudge from her metahuman powers) from some of the better criminologists and forensics experts in the GCPD. First at the Academy and then as a rookie cop working her beat. She hasn't forgotten any of that just because her mind has broken, it is now just turned towards a psychotic and evil bent. She isn't some master detective but she isn't bad all the same.

CRIMINAL TRAINING
She has studied, trained, and picked up skills with practice from some of the most dangerous villains and criminals in the world. She knows how the commit their crimes, how they use their technologies, and how to kill people in gruesome signature fashions.

ESCAPOLOGIST
Stockholm is hard to keep locked up. She knows a lot of the tricks others have used to escape places like Arkham, Iron Heights and other places criminals get sent by escaping with them first hand. Between practice and her metahuman abilities she can at this point pick locks, escape straight jackets, handcuffs, chains, zip ties, and more often with surprising speed. She may not be Houdini but she doesn't do bad for herself.

GYMNAST
Stockholm won awards growing up for Gymnastics, first kids competitions, and then it helped her get a scholarship to Gotham University. If it had been the only thing she had focused on growing up and thanks to her metahuman gifts, she probably could have gone on to the Olympics. She is nimble. Dexterous. Also thanks to Gotham being the home of three foot alleys and fire escapes she is excellent with parkour. She has also seen the Bats in action enough to pick up some of their moves with practice, psychotic fixation, and determination.

HAND TO HAND
Stockholm learned Taekwondo and Aikido as a kid and teenager, her father wanted her to be able to defend herself. By the time she graduated from college and went to the police academy she had a double 2nd degree black belts. In the Police Academy and in the years since with her exposure to various criminals (and some heroes) she has picked up a lot of additional moves thanks to her metahuman ability and the need to stay honed sharp to survive her new occupation.

MARKSMAN
Blades, Guns, Darts, Archery. Sure she is pretty good at all of these projectiles. It started when she was a teenager when her father her how to shoot. They lived in Gotham and he was more aware than most being in the GCPD how dangerous the city was. Stockholm also had good instructors at Police Academy taught her how to hone this ability further with practice, determination, and her metahuman abilities. As for the knives and other more exotic thrown weapons those were picked up from the criminals she has worked for and with and then dedicated time and practice to master over the last six years.

VEHICULAR EXPERT
Again she cheated with her metahuman abilities as well as a decent amount of practice. Stockholm has picked up the ability to drive a getaway car. Rob armored cars while on a motorcycle. Fly helicopters and planes, often under very trying circumstances. It comes from being exposed to some of the best criminal wheelmen in the business over the last half dozen years.

WEAPONS SKILLS

Stockholm has picked up a wide variety of skills with everything from Scythes to knives thanks to some of the villains she has observed at length. Hell she knows how to fight with an umbrella of all things at this point. Those skills learned from villains were committed through practice, observation, and her metahuman ability. A lot of the villains found it interesting when their sidekick or henchwoman fell into the theme so death threats at following their method operandi were minimal. Some of her other skills were picked up from the martial arts training she did as a kid through college.

NETWORKING
Stockholm has built up a network of criminals whom she can work with, or work for, when she wants to. She just fits in so well and is nicely ingratiating with them. She has also served time (if briefly) with many of them.

RESERVES

Being a criminal can pay. Jobs have payouts. Crimes go unsolved. Batman and other heroes honestly do not catch everyone every time. Especially when you are not above being a henchman. Stockholm has offshore accounts, stashes, and more where she has money, gear, and weapons. Most of these are in Gotham but she has made it to all the other major cities on jobs over the last few years and stashed supplies and cash.

FIXATED

It vacillates between wanting to defeat them all, which is only reinforced by her other psychosis and exposure to the various villains who are also obsessed with the Bat, and wanting to prove she could be better than any of them, especially Batgirl.

GCPD ENMITY
A fallen star of the GCPD. This is something that the rest of the police department takes very seriously. They are harsher with Stockholm then they are with other criminals because she is a black mark on the departments record. Even if it isn't really her fault, there is no way for them to know that. This all breaks her dad's heart.

IMPRESSIONABLE
Her powers have a huge weakness. When she gets into someone else's skin, wears their shoes, and sees it from their point of view she can't back away fully. Stronger the personality and the deeper she goes into their headspace. Unfortunately the clinically insane have very strong personalities. Twisting the knife were the corrupt psychiatrists in Arkham. Now she can't even see the tunnel she is in, let alone a light at the end of it.

MIRROR LIMITS
She absolutely can not learn other people's powers or abilities with Mirror Reflexes way, only skills. It also explicitly takes both sufficient observation for immediate deployment of those skills and techniques and then practice to retain longer term and not have them fade away.

She also can't exercise skills and techniques that are beyond her bodies physical limitations.

Finally a truly skilled detective or profiler can pick up on the minor differences between her copycat abilities and the real villain. It is enough to fool the average detective and most profilers but definitely not all.

PSYCHICS

They can lock down Stockholm's abilities pretty easily. They can block her empathy presenting a blank slate to that skill. They can block her from observing and picking up skills and techniques. Things that are locked in with practice would be harder to short circuit but also not impossible. It would be a monumental task to actually cure her with psychic surgery of some sort. Limiting, blocking, or sealing off her acquired skills is a lot easier.
