Orphaned after his entire family was killed, Léon Scott Kennedy grew up to become an idealistic graduate of the Basic Law Enforcement Academy, after which he spent one day as an officer of the Raccoon Police Department. Following the Raccoon City Incident, he was recruited by the United States Strategic Command, who turned him from a simple police rookie, into an expert special agent, proficient in both weapons, and close quarters combat. After the President's daughter was abducted on her way home from the University of Massachusetts, in what had all the hallmarks of an inside job, he alone was sent to retrieve her.

For formal occasions, he usually wears a black tailored suit, but frequently neglects to wear a tie. But no matter what he wears, he remains a handsome young man, with his hair grown longer on the sides and bangs, and shorter in the back, which makes it pretty much the opposite of a mullet. As a consequence, his wavy dishwater blond hair often obscures his piercing blue eyes.
But that all changed when his parents' criminal past caught up to them. He lost his whole family that day, and he would have joined them if not for the intervention of single police officer; an act that would later inspire him to protect as many people as he could.
After graduating from the University of Washington with a Bachelor of Criminal Justice, he went through 18-weeks of rigorous training in Burien, Washington, at the Basic Law Enforcement Academy, where he finished top of his class.
As valedictorian, he was able to choose any assignment that he wanted, and he chose Raccoon City, owing to the bizarre series of murders that had taken place in and around the city. Curiously, he received a confusing phone call, warning him not to come, a week before he was scheduled to start.
Breaking up with his girlfriend, who did not want to go with him, he stopped at a motel for the night, and ended up passing out from heavy drinking. He did not wake up until the following afternoon, and consequently, arrived late for his first shift. As it turned out, this would prove to be a godsend.
Passing through a blockade that had been erected by the United States Army and National Guard, and since abandoned, he stopped at a gas station, just outside the city, where he met Claire Redfield, another newcomer who was looking for her brother. Coming under attack, they ended up hijacking a Whatcom County Sheriff's Department patrol car, only to become separated before they could reach the Raccoon Police Department, after a gasoline tanker collided with it.
Making his way into the barricaded police headquarters, Kennedy met Lt. Marvin Branagh, who briefed him on the situation. The Lieutenant had rallied the remaining officers under his command, and plotted a daring escape. But their plans went awry. Only Brannagh was left now, and he would soon succumb to his injuries.
Over the course of his investigation, Kennedy met Ada Wong, a corporate spy who passed herself off as an F.B.I. agent; Sherry Birkin, a young girl; and Claire Redfield, who may not have found her brother that night, but did survive to search another day.
Following the Raccoon City incident, Kennedy and Redfield split up, with her continuing to search for her brother, while he looked after Sherry until he could place her with child services.
Kennedy deliberately left Redfield and Wong out of his report, hoping to protect their anonymity. He was subsequently recruited by the United States Strategic Command, which was interested in the experience he now possessed. They turned him from a simple police rookie, into an expert special agent, who is proficient in weapons, and close quarters combat.
As a federal agent, Kennedy traveled all over the world, and even rescued the President's daughter after she was abducted, in what had all the hallmarks of an inside job.
With ever increasing notoriety in the intelligence community, he has earned a great deal of latitude in his assignments, and upon hearing strange reports coming out of Bludhaven, New Jersey, he decided to investigate.
He is an unusually polite and well-mannered young man, but the Raccoon City Incident has clearly hardened him, as he can come across as blunt and to the point while on the job. Some even think of him as a hard ass. The truth, as ever, is somewhere in the middle.
Outside of work, and other life and death situations, he is both friendly and outgoing, with a razor sharp wit. However, he has trouble forming long lasting friendships: far too many of his friends have died, been wounded, or ended up betraying him.
Kennedy has plenty of experience with hand grenades, rifles, flamethrowers, et cetera, but one weapon stands above them all: his knife. His combat knife is so sharp and durable that it is able to cut through a padlock like butter. He's practically magical when it comes to his skill with a knife. The average speed for most world class knife throws is only 35 mph, but he's more than that.
Kennedy is efficient with just about any kind of gun, from an Assault Rifle RN, to a Bolt Action M1, modified Desert Eagle Magnum, which was a gift from his father, to a Flamethrower, MAC 11 Submachine Gun, Remington M1100/P, Riot Gun, and so much more, but he loves carrying around his favorites, including a unique pistol, which was specifically designed for him, called the Silver Ghost. While he has no problem duel-wielding handguns, he is extremely proficient wielding heavy weapons, such as the M203 Grenade Launcher, or a RPG Model 7 Rocket Launcher.
Expert Martial Artist:
Kennedy is an expert at Systema, a free-form Russian martial art utilized by high-tier F.S.B. (formerly the K.G.B.) and Spetsnaz counter terrorism operatives, that focuses on disabling targets via pressure points and joints. Systema's well-rounded self-defence orientation requires users to be aware of their surroundings, make the most out of the environment to maximize movement options, and be well-versed in striking, grappling, and weapons-based combat. While not specifically lethal on its own, Systema involves extensive training with both knives and firearms.
Expert Vehicular Driver:
Kennedy is an expert at operating most vehicles, but favors his Ducati.
Kennedy has also shown remarkable strength of will, and an ability to maintain his mental fortitude and sanity in situations when other people would have cracked. He's also been described as "incorruptible."
Kennedy holds a Bachelor of Criminal Justice from the University of Washington, is a graduate of the Basic Law Enforcement Academy, and is proficient in all aspects of criminal detective work, and police procedural matters.
Kennedy is an expert leader. His reputation often precedes him.
Kennedy possesses the ability to quickly process multiple information streams, such as threat assessment, and rapidly respond to changing tactical situations.
Kennedy has served extensively in joint assignments with all aspects of the United States military.
Kennedy is fluent in English, Italian, and has conversational proficiency in Spanish.
Peak Human Condition:
Kennedy has achieved peak physical prowess through his extensive training, and mission history. He can parkour around environments, take hits with no debilitating injuries, evade attacks and environmental hazards with ease, and use his knowledge and experience in fighting to take down virtually any threat he encounters. He is one of the deadliest normal human beings alive.
Special Ops Training:
Many heroes have a difficult to define relationship with someone of questionable virtue. For Batman, it is Catwoman. For Buffy Summers, it is Spike. For Daredevil, it is Elektra. For Leonardo, it is Karai. For Spider-Man, it is Black Cat. And for Leon Kennedy, it is Ada Wong.
Kennedy maintains two apartments, 726-1000 South Capitol in the Waterfront neighorhood, Ward 6, of Washington, DC, which he owns, and 3H-1013 Parkthorne Avenue in the Melville neighorhood, Haven, of Bludhaven, New Jersey, which he rents.
Kennedy frequently wears a light weight Level III Ballistic Core, which is one of the lightest and toughest steel core body armors in use today. It can stop bullets from a magnum and even some rifles. When he does take a hit, he carries healing herbs, which he can apply as an aerosol spray.
Kennedy went through hell with Claire Redfield, and has worked with her periodically ever since. Those kinds of experiences create a bond that can never be broken.
Kennedy is an agent of the United States Strategic Command, periodically serves as the personal bodyguard to the President of the United States, and has unrestricted access to the White House.
Kennedy owns and operates a 2027 Ducati Diavel cruiser motorcycle. It's not the first Ducati he has owned, and if his past exploits are any indication, it will not be the last one he has to purchase.
During any mission, Kennedy or another may require medical attention while out in the field, for injuries sustained in combat. Applying healing herbs via an aerosol spray to the affected area will not restore one to peak physical condition, but it does help. Kennedy also knows how to scavenge herbs in the field, though with less efficiency.
Kennedy generally lives a fairly modest lifestyle, well below his government salary. As such, he has been able to amass a comfortable cash reserve.
Kennedy can only carry so much ammunition for his firearms before they run out, and he's at a significant disadvantage against more powerful opponents if he can't retaliate at a distance.
While not exactly a flaw or disadvantage in career as a federal agent, Kennedy has trouble forming long lasting friendships: far too many of his friends have died, been wounded, or ended up betraying him.

After more than half a decade of nightmarish catastrophes, Kennedy's mental state has become more fragile, and more reliant on alcohol.
Kennedy is an idealist, who burns with the need to protect and serve. While others flee, he runs headfirst into the danger. One of these days he's going to give his life for another. The only question is when, not if.
