Description:

Slender, blonde (from a bottle), and Smoaking hot... get it? Smoaking? No? Moving on... Pin-straight, honey-wheat hair frames an innocent, heart-shaped face; crystal blue eyes rest below crescent shaped brows, peering out from behind long lashes and two-toned rectangle-framed eyeglasses; and a pixyish nose rests above lush, pouting lips that have been painted dark pink and glisten like a freshly dew kissed rose. Though most often tied back into a smooth, tight ponytail, her silken mane floats down to her midback in a V-shaped point when it's let loose. The hourglass curve of her waist and her flat, toned stomach accentuate the swell of her hips, and her long, sculpted legs make up most of her 5'4" height. She's pleasantly thin, but she doesn't appear to carry much muscle on her at all, her willowy arms narrow to tiny wrists and delicate hands, each nimble finger tipped in a short, colorful nails.

Chic and stylish, a fitted, off-white scoop-neck blouse elegantly drapes over her figure, the fabric's subtle sheen a testament to its high-quality, delicate, and luxurious silk composition. Three-quarter sleeves fall loosely down her arms, striking the perfect balance between sophistication and practicality, and the blouse is tucked into the top of high-waisted black trousers that embrace her hips and thighs, creating a graceful silhouette that all but envelopes her footwear. Flaring at her calves, the bottom hems of her pants nearly brush the ground despite the low, sophisticated heel of her sleek black ankle boots. A long pendant necklace gracefully dangles from her neck, the long 'V' of the chain tapering mid-chest to a captivating blue gemstone that perfectly complements her mesmerizing eyes. Her wrists are adorned with an assortment of tasteful silver bracelets, each meticulously crafted and frosted with an array of multi-colored gems that catch the light with each subtle movement.

History:

The daughter of Noah Kuttler and Donna Smoak, Felicity Smoak was born in Los Vegas where she was raised in the Jewish faith by her mother. She idolized her father and took after his interest in technology, and when she was only seven years old, she built her first supercomputer using just bits and pieces from his collection of old electronics.

Unfortunately, Noah abandoned them to avoid being caught by the authorities, and Donna became an only mother, working long hours as a cocktail waitress to support the two of them. Though Felicity barely remembers him now, his loss left a lasting impression on her that she still struggles with, blaming herself for him leaving. In sixth grade, Felicity hacked Napster for a science fair project, and as she got older, she spent a lot of time in casinos waiting for her mother to get off work, watching the games and learning to count cards. By the time she was sixteen, she was Nevada's three-time state Mathletics champion and had been accepted at MIT.

At MIT, she began dating Cooper Seldon, a hacktivist and cyber-goth. Felicity took on the moniker "Ghost Fox Goddess," making a name for herself on the dark web and even adopted a goth look for herself. She placed 2nd in the National Information Technology Competition when she was 19, and shortly after, Cooper was arrested by the FBI after the two of them deployed a virus they had written together to take down the firewall of the Department of Education. Felicity stopped Cooper before he was able to delete all student loan records, but she wasn't able to keep him from going to jail. By the time she went down to confess, she discovered that not only had he already signed a confession that he was solely responsible, he'd committed suicide.

The loss of Cooper changed the course of her life. She left the goth culture and was determined to lead a normal life. A year later, Felicity graduated summa cum laude from MIT with dual Master's degrees in Computer Science and Cyber Security, specializing in virus creation. She moved to Starling City and took a position in IT support at Queen Consolidated, despite being vastly overqualified. Three years later she met the CEO, Oliver Queen, who handed her a bullet-ridden laptop to fix, claiming he had spilled a latte on it, and over the course of the next year, she gradually discovered his secret identity.

After Felicity reluctantly agreed to join Team Arrow and the two began working closely together on their nighttime crime-fighting escapades, Oliver promoted Felicity to be his Executive Assistant so that he wouldn't need to go down 18 floors every time they needed to discuss how they spend their nights. "And I love spending the night with you... 3, 2, 1. I worked very hard to get where I am, and it wasn't so I can fetch you coffee." To which John Diggle replied, "Well, it could be worse. My secret identity is his black driver."

Since then, Felicity has settled into roles as both Executive Assistant to Mr. Queen and Overwatch for Team Arrow.

Personality

Personality:

Superficially, Felicity Smoak is a friendly and light-hearted person. She's caring and compassionate, quick with a joke and more than a bit silly. She cares deeply for the people in her life, recognizing that she's gotten to choose her own family and that makes them more valuable to her than mere blood ties. She wears her feelings on her sleeve, not afraid to cry and always there to encourage.

She's tougher than people expect. She can take a lot of tragedy in a short period of time and not let it get her down. She fights for what she wants and she can be ferocious and dogged in pursuit of her work. She loves an intellectual challenge and relishes solving mysteries and breaking down barriers. She's never more alive when she's knee deep in code and oblivious to the world.

She was raised in the Jewish faith by her mother.

Skills

Baking:
Felicity likes to bake! And eat baked goods. Given her mastery of chemistry and physics, she really enjoys experimenting with the complex processes involved in making cookies and other delights.

Biochemistry:
Felicity has gotten pretty good at taking and analyzing samples of things ranging from specific drug compounds to materials or even DNA samples, given the right equipment. And if she doesn't have immediate access to the right equipment, she probably knows where to find it.

Business:
While she has long and often sneered at the capitalist pig business tycoon types, Felicity actually has kind of a knack for the stuff. She's got good business instincts, understands money and management and is an excellent boss, good at motivating her team when required. She may be disgusted by big business putting profit over people, but that doesn't mean she doesn't understand how to do the job.

Computers:
Beyond her hacking skills, Felicity is an extraordinary computer engineer. She can code with the best of them, knowing a wide variety of languages and formats. She can create applications, viruses, and design extensive cybersecurity. She can build computers from scratch with the right parts and can get under the hood and deal with the hardware on top of her coding.

Genius:
Felicity is really, really smart. She started from being a child prodigy and leveraging it into a double Master's from MIT at the age of 19, and picking up other useful subjects along the way.

Hacker:
Felicity is a world-class hacker, among the most elite of the ill-eet. She can penetrate most forms of basic computer security in seconds. Even highly advance encryption and firewalls won't hold her off for more than a few minutes. Only the serious supertech gives her major problems and conniptions, when she's contending with a true genius mind, but any mundane tech she can usually hack right into no problem. She's always on the cutting edge of the latest tools and gear in the hacker's kit and, among those few on the net who know the name Overwatch, she gets mad respect.

Investigation:
Felicity has an incredible knack for fast-thinking investigation. Whether she's problem-solving or a member of her team asks her to come up with a creative way out, she's often able to sift through an incredible amount of information quickly and zero in on a favorable outcome. The same skill applies to helping the team find clues or solve crimes, though how long it takes depends on who they're up against.

Numbers:
Felicity can count cards and solve mundane physics problems in her head. She's simply a whiz at all things mathematical. Need an super complex equation solved? Just give her a little time.

Techie:

Felicity's a pretty all around nerd. She's got a knack for technology and, while she's not an inventor, she would be an excellent inventor's assistant. She can improvise repair and maintenance on a wide variety of high technologies. Just don't ask her to fix a car.

Resources

Arrowcave:
One of the perks of being the 'Girl in the Chair' for a billionaire superhero is that you got one heck of a tricked out base of operations. Felicity has access to all kinds of gadgets and toys in the Arrowcave, from suits, bows, arrows, guns, and knives to drones, trackers, and scanners as well as an incredible internet connection.

Car:
She owns a red Mini Cooper.

Contacts:
Felicity has a network of contacts all over the globe that she's cultivated through her various online activities. Whether from various dark-web chatrooms, forums, professional sites, coding blogs, or any other medium, Felicity knows an astounding number of helpful people that can produce anything from specialized gear to a spontaneous safehouse to local restaurant recommendations.

Salary:

Felicity works, at a real job, where she gets paid! Her salary is quite generous, thanks to her degree of skill and good interpersonal skills. She can afford a nice, comfy apartment, regular take-out food and the occasional spending spree on fancy shoes on Amazon.

Weaknesses

Allergy:
Felicity is allergic to nuts.

Blind As a Bat:
Felicity wears glasses and she can barely see without them. Rarely, she'll put in contacts, but glasses are her go-to for day to day.

Family Ties:
Felicity's mother, Donna Smoak, is about as opposite of a person as there can be from Felicity. This was not a coincidence. While Felicity loves her mother, bringing the two in proximity causes Felicity's stress meter to shoot upwards.

Worse is that Felicity has a father out there who is aware of her while Felicity knows little of his whereabouts today. Noah Kuttler was the parent that Felicity took after as a girl, but he left his family to avoid prison when she was young, an abandonment that has had profound repercussions on the woman that Felicity became. Felicity's intelligence and computer savvy came from her father, who is now a cyber-criminal who goes by the name, The Calculator.

Girl In the Chair:
Felicity prefers being behind the scenes and helping from a technical perspective. She's great at surveillance, analyzing the scene using GPS and building diagrams, and hacking into systems, but while she won't say 'no' to a super exciting surveillance (which are never super exciting) or a chance to watch some action, she has very little in the way of being able to protect herself beyond a shove or a makeshift club/bottle, etc.

Innuendo:
Felicity's mouth has a tendency to run faster than her filter can keep up, which leads to sometimes amusing (often awkward) nervous rants that include the occasional unintentional double entendre. Okay, more than occasionally.

Target:

Felicity may not be a vigilante herself, but she's definitely guilty by association and she's hacked both super sketchy criminal networks and government mainframes as part of Team Arrow. Whether it's people that just want to get at Team Arrow or they're looking for her specifically, she makes a prime target.
