Tommy Shepherd seems like a normal teen. Well sort of, he’s got that white hair and as he’ll tell almost anyone he’s a mutant. Those with the access to dig can find out that a white haired mutant named Thomas Shepherd has record of petty crimes as long as his arm and one not so petty crime: destruction of property. His school's gym if you're wondering. He also was accused of murdering one of his teachers but the body was never found and the charges were dropped. Very little has been heard from Tommy since then, but records will show he lived on Genosha for a time.

Who's Speed? Right now it's just the mutant name for Tommy Shepherd.

Civilian: Tommy Shepherd is a lean kid with a near constant smirk on his lips and despite definitely being in his teens his hair is all white. Kids these days, always dyeing their hair. His clothing is nice, designer jeans, a band t-shirt, a racing style motorcycle jacket with green and highlights. The Nike Air Force Ones on his feet are expensive and the tops look new but the soles are beat to hell.

Hero: Speed is a lithe figure in a green body suit with white highlights. Wait, isn't that Quicksilver's shtick? He's got the white hair too, what a poser! Anyhow, unlike the guy he totally looks like, Speed wears yellow tinted goggles over his eyes and the white highlights on his suit aren't lightning bolts.

History

Whatever weird things may have happened before hand, Tommy (believes) he was born to Frank and Mary Sheppard in Springfield, New Jersey. When he turns 10 his parent divorce, pass him between homes and he learns how to play them off each other to get what he wants leaving him to grow up spoiled and lonely. That loneliness drove him to run with a bad crowd and before long he was getting in trouble and ended up doing a couple of stints in juvie. Things got really interesting for him though when his powers emerged. He was outrunning security at the local Wal-Mart in Springfield New Jersey one moment and in downtown Jersey City with burning shoes the next. It turns out Tommy Shepherd was a mutant.

The activation of Tommy's X-Gene made other changes as well turning Tommy's hair from brown to white. Not like old people white, but white white. He tried to play it off to his parents and the kids at school as dyed but nobody bought it. His parents didn't know what to do with him and people who he thought were his friends at school started calling him mutie and avoiding him. Tommy ended up more isolated than before, so he threw himself into learning his powers and abusing them for lulz and petty crime. Still, he was lonely, so when one of his teachers Mr. Meyers tracked him down and offered to help him get control of his powers he was interested and went along with the early training sessions. When those sessions begun to involve stealing things for the both of them, he didn't bat an eye, but when Mr. Meyers started making demands and acting like Tommy wasn't a student but his property, Tommy balked. Meyers countered with threats of exposing Tommy's crimes and when that didn't work he threatened Tommy's mother. Tommy lost it and while he still claims he doesn't know what happened the day he discovered he could blow things up, the public record shows he was arrested for blowing up the school gym and for the murder of Mr. Meyers.

It turns out Mr. Meyers body was never found so the state dropped the murder charges but they still kicked around words like terrorism, especially when they checked Tommy's internet search history and found a lot of mutant extremist sites there. In the end a deal was struck by Tommy's parents and a group called the Facility. They covered the Shepherd's legal fees and in exchange Tommy was released and then put into their custody. In the end Tommy would have preferred prison. In prison you're still a person. At the Facility, he was a lab rat. One forced to learn to better control his powers and underwent experiments to expand them, doubling his speed and increasing his abilities to manipulate molecular vibration in himself and others. They kept a close watch on him of course, but they didn't keep a close enough watch. Discovering he could do more than just blow stuff up with his powers he found he could phase, so one day on the training track when they turned off his inhibitor, he just bolted right though the walls and kept running.

He couldn't go home. His parents were the ones who turned him over to the Facility. Instead he fled to Genosha having heard it was a refuge for Mutants. He settled there and was definitely behind Magneto's message of mutant superiority but sadly the streets of Genosha weren't all paved with gold for every mutant who came there and Tommy went back to stealing again, which was a harder proposition when everyone's a mutant instead of a bunch of flatscans. Eventually he fled the country after pissing off the wrong guys and moved back to America, where he has spent the last little while getting established there with his fellow mutants and petty crooks trying to figure out just what the heck to do with his life.

Personality

Tommy Shepherd is an angry young man who has been abused by those who he should be able to trust and its left his mark. He's slow to trust, quick to run and generally keeps up a tough front to tell the world he's nobody's mark. Beyond that he's deeply lonely and unhappy and looking for something to give him fulfillment, not that he's aware of those needs on a conscious level or if he was he wouldn't just out and ask for those things either. That'd make him look weak; suckers ask, winners take.

Despite his destructive on life Tommy does have rules, he never steals from someone he thinks can't afford it, he's good with kids, he hates bullies (despite being one) and when the day comes he finds someone who's a real friend to him, he will be loyal to the death to that person.

For now though Tommy just floats through life not looking inward and being a short tempered smart mouth to the people around him.

Abilities

-MOLECULAR ACCELERATION
Tommy is able to generate hyper kinetic vibrations that accelerate the molecules in matter to become agitated to the point of explosion. He can casually explode objects with the density of stone and a mass of around 100lbs and can do larger or denser objects with focus or when lashing out emotionally. A secondary side effect of this power is he can manipulate his own molecules and those of one other person he's in physical contact with to make himself (and the other) intangible allowing them to pass through objects or objects to pass through them. Currently he can only hold this state for a few seconds and usually only while running at a considerable clip or after a few minutes of focus.

SPEED PHYSIOLOGY
As part of Tommy's mutation, his body is adapted towards the rigors of high-speed running. His cardiovascular and respiratory systems are many times more efficient than those of a normal human being. Tommy metabolizes an estimated 95% of the caloric energy content of what he eats as opposed to the 25% normal humans do. This high metabolic rate also ensures that, although not immune to toxins, venom, and other chemicals, Tommy will burn through whatever effects the toxins have considerably quicker than a normal human. Tommy will certainly get sick, but the duration of the sickness would be much shorter than normal. His body does not generate fatigue poisons, which would normally force the body to rest. Instead, he expels waste products during his accelerated respiration through exhalation. His joints are smoother and lubricated more efficiently than normal humans. His tendons have the tensile strength of spring steel (he can lift 600lbs with his upper body a ton with his legs). His bones contain unknown materials significantly more durable than calcium to withstand the dynamic shocks of his feet touching the ground at supersonic speeds. His eyeballs are able to withstand high wind velocity, allowing him to see clearly without any obscuring of vision. In addition, Tommys practical reaction time is several times faster than normal. His brain processes information to a level commensurate with his bodily speed, enabling him to perceive his surroundings and react while traveling at high velocities though the down side is he can't turn that processing speed down, making the speed of the world around him painfully slow.

SUPERHUMAN SPEED
Tommy's top speed hasn't been clocked but he can move at least Mach 3. Though he cannot maintain that speed for long before becoming tired. He generally runs at an easier Mach 1.

ACADEMICS
Tommy's not dumb, it's just that school is sooooooo boring, and he hasn't done a lot of it.. However he has the general knowledge you'd expect from someone who's a senior in high school.

FAST TALK
No, not talking at super speed, but the gift of the gab, saying the right thing to get a mark to believe what you say. Tommy's not a pro, but a talented amateur in this field and is always game to try out his skills if he gets the chance.

FIGHTING
Not hand to hand combat, fighting. Tommy learned to fight the hard way, having bigger kids beat the shit out of him. He tried Karate for a bit (dropped out) and generally scrapped with his friends to learn how to fight.

NAVIGATION
Yeah, sure there's GPS and stuff like that, but you don't want to look down at your phone and see 'Updating...' while you're running at the speed of sound. Tommy has figured out how to at least guestimate where he's going in a general sense and makes up for any misses by sheer speed. Though he has a definite knack for it.

PETTY THEFT
Tommy was a delinquent and did the shoplifting and sneaking out thing a lot as a kid. He even learned how to boost car stereos and things. More or less these skills have fallen by the wayside now that he has powers and can blur through walls and stuff but he still remembers how most of these skills from his misspent youth.

STREETWISE
When you hang out with sketchy kids you learn how to manage that sketchy vibe. Tommy can fit in with that crowd pretty easily most places he goes and can pretty quickly find someone to tell him the score. Who you got to watch out for, who you got to show respect to, and where to move or find stolen stuff (and also, who has the good drugs). Though he's strictly low-level at this point. He's not going to be setting up any meets with the Kingpin or anything.

TECHNOLOGY
Tommy is a 21st Century Digital Boy, he knows computers, social media, phones and tablets. He's no hacker, but he has a handful of tricks to get into low security systems if he has hands on access. Sadly the advanced computer security is well beyond his abilities.

CONTRABAND
Tommy on a bad day is a one-man crimewave and has stashes of stolen goods around the city. Most of it is small time stuff but if you have a special request and the security superspeed mutant proof he can probably get it for you.

FAKE ID
Thomas Shepherd is under 21, but Eric Charles isn't! Who's Eric Charles? A fake NY State driver's license and a NYU student ID. Both IDs look good (the student card is legit) but the driver's license isn't on file with anyone so if it's checked by the authorities it's coming back as fake.

SPEED SUIT
While in the Facility, Tommy's keepers made him suit that would stand up to the rigors of super speed. This suit made durable low-friction fabric that can withstand moving at high-velocities. The suit comes with goggles, a comm unit and boots capable of withstanding moving at Tommy's speeds.

CRIMINAL RECORD
Tommy has a rap sheet and a reputation for being a mutant extremist. This doesn't make him popular with the authorities, anti-mutant groups or prospective employers.

INTOLERANT
Tommy isn't exactly a wipe out all human's kind of mutant, but he has received a lot of hate from humans over the years and he's more than happy to throw it back. As a result Tommy prefers the company of mutants, but with time can get to like 'flatscans' if they're cool. However he does tend to underestimate and put down humans which can be dangerous to him and annoying to others.

SEEMS SO SLOW
Tommy's powers make it hard for him to interact with the world at less than superhuman speeds. When he does it feels like its moving at snail's pace, like a lagged-out video game. It's frustrating and constant and has eroded Tommy's patience to almost nothing. As a result, he tends to act first, talk later loathes deliberation of any kind and is generally annoyed at the world around him. Another side-effect of this power is that when Tommy does a task at super-speed to an outside observer it seems like only seconds have passed while Tommy perceives what he's doing like someone doing it at conventional speed would do. Meaning doing a week's work in a few minutes to Tommy still feels like he worked a week.
